What We Need:
A Data Analyst who is responsible for supporting the collection, management, analysis, and reporting of data from a variety of sources to support OPCA’s strategic priorities. As a member of OPCA’s Data Team, this role spends a significant time gathering reports on health center performance data, using our population health data platform (Arcadia) to report and analyze health center data, and supporting the organization and our health center members in the use of our reporting tools and databases.

Who We Are:
The Oregon Primary Care Association (OPCA) is the voice of Oregon’s Federally Qualified Health Centers (FQHCs), who deliver integrated medical, dental, and behavioral health services to nearly 400,000 Oregonians at more than 270 locations statewide. OPCA helps our members navigate state and federal policy, facilitates peer-to-peer learning, supports workforce development programs, and utilizes data-driven approaches to payment reform to further community-based health system transformation and health equity for all.
OPCA leads efforts to collect and interpret large data sets so that FQHCs can maximize their impact. For example, OPCA breaks down UDS data by legislative districts, allowing elected officials to better understand the impact of FQHCs on their communities. Data is also essential in value-based payment programs. In 2013, with the OHA, Oregon was the first in the nation to implement an Alternative Payment and Advanced Care Model (APCM) for FQHCs, and our clinically integrated network launched an Accountable Care Organizations (ACOs) in October 2023.

What You’ll Bring:
- A sense of curiosity with a love for numbers is a must.
- Strong aptitude for learning new technologies and software.
- As a member of OPCA’s Data Team, is able to share administrative tasks with other team members, which includes tasks such as double-checking data products produced by the team, facilitating meetings, creating agendas and taking minutes, scheduling meetings, hosting webinars, and assisting in the development of team presentations, protocols, tools, and other documents pertinent to the team’s work.
- Strong computer skills, including thorough knowledge of Word, Excel, Power Point, etc.
- Familiarity with Tabeau or other Business Intelligence and data visualization software.
- Some Familiarity with statistical analysis software programs such as SPSS or R is a plus, but not required.
- Detail-oriented with a deep appreciation of the importance of producing accurate and easy to understand data for OPCA’s membership and funders.
- Ability to follow OPCA protocols regarding the sharing, storage, and use of data.
- General knowledge of principles and practices of effective data management, including familiarity with HIPAA compliance.
- Excellent interpersonal, oral and written communication and organizational skills.
- Self-motivated and well-organized with a high level of comfort with ambiguity and change.
- Ability to work well in a professional yet fun team environment, including respect for different styles and personalities; enthusiasm for collaboration, communication, and celebration; and appreciation for the critical role everyone plays in project and mission implementation.
- Effectively represent OPCA in a wide variety of settings.
What You’ll Do At OPCA:
- Configure and run reports from OPCA software, including our population health data platform (Arcadia) and Tableau, as well as Excel and web-based reporting systems.
- Analyze, troubleshoot, and distribute meaningful and actionable data from the above systems, with oversight and support by the Senior Data Strategy Director and in collaboration with the Data Manager.
- Collaborate with Data Manager in developing and maintaining data collection and analysis tools and systems in support of projects and programs at OPCA and its subsidiaries.
- Under supervision of Senior Data Strategy Director, manage the process of collecting and analyzing Uniform Data System (UDS) information from member Health Centers for the purposes of advancing OPCA strategic priorities.
- Use Arcadia, Excel, and Tableau to generate reports and visualizations of data, in order to effectively communicate actionable data to internal and external stakeholders.
- Use business intelligence software, such as Tableau, to create visualizations and dashboards, and support distribution of those reports to health centers and OPCA staff
- In partnership with the Data team, develop and distribute program communication for designated bodies of work; contribute to coordination and integration of external communication regarding department work in order to improve program effectiveness and promote member engagement.
- Contribute to the development and maintenance of member relations and knowledge management tools in order to improve program evaluation, internal documentation and tracking of member information, and external communication of program-related materials.
Minimal Qualifications:
- Professional with advanced level of proficiency.
- Generally requires a Bachelor’s degree and/or 3-5 years’ experience or equivalent education.
- Fluency in written and spoken English required.
Preferred Qualifications and Experience:
- Knowledge and experience with Arcadia Healthcare Analytics Platform, or comparable population health analytics software.
- Knowledge and experience of Tableau or other data visualization software.
- Knowledge and experience with relational databases.
- Knowledge and experience using either SPSS, R, STATA, or SAS for statistical analysis.
- Knowledge of healthcare data sources, concepts, and metrics.
- Knowledge and experience with Value Based Pay datasets.
- Experience working within a health center or clinical setting.
Starting Range:
$55,000 - $65,000
