KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge and skills are acquired through a 3-year college diploma or degree in a related field (e.g., statistics, computer science, information technology, business administration), plus 3 years of related experience. An equivalent combination of education and experience will be considered.
  • Knowledge of business intelligence software and practices, data collection and analysis, data management, quantitative statistical methods, GIS data mapping for visualization, and related software.
  • Knowledge of and ability to comply with policies, procedures, corporate data management standards, and related legislation (e.g., security, accessibility, privacy).
  • Knowledge of the municipal transportation sector and the related stakeholders working in this area, understanding of good customer service behaviors and practices, along with knowledge of administrative systems and data analysis software and systems, including those used in other areas of the corporation. Ability to keep knowledge current related to technologies, programs, and applications.
  • Ability to handle sensitive information with confidentiality and discretion.
  • Research, analytical, and project management skills to perform quality control/quality assurance functions (interpret, analyze, and calculate data), coordinate data management projects, and prepare information/data used in reports for Council and community partners.
  • Communication and interpersonal skills to work with management to support their data needs; describe system and data requirements and analysis (using technical language) to varied audiences; provide and explain data management practices/requirements to staff; respond to questions from staff, stakeholders, and the public; present to management, staff, and consultants; and participate as an effective team member.
  • Ability to read and interpret documents, policies and procedures, technical information, GIS mapping, and reports. Ability to prepare and write reports, correspondence, and manuals/ instructions for technical and non-technical audiences.
  • Computer skills with ability to use software such as Microsoft Office (including Power BI, Excel, Visio); Adobe Acrobat; websites tools/platforms; and document management systems. Ability to produce statistical information, create queries, perform data quality control/quality assurance work. Working knowledge of spatial analysis.

Responsibilities:

THE ROLE

Administers program data sets for the Department. Develops, compiles, and maintains reports and interactive dashboards for internal and external audiences; performs data quality control/assurance; and coordinates corporate and external reporting. Works with management to plan and address their data needs and provides analytical support to management and other members of the team.

DUTIES/RESPONSIBILITIES

  • Administers internal and external program data sets derived from regional systems (e.g., Verint CM Pro, Lucity, Power Plan Miovision). Acts as the Department’s liaison with corporate Information Management and Technology Services (ITS) staff and external vendors/system owners to ensure data and system maintenance and integrity standards are implemented and maintained (e.g., updates, license renewals). Coordinates with administrative and technical ITS staff on system/data management standards related to security and user access/permissions. Collaborates with ITS and Information Management and Privacy to maintain data/data sets including implementing related changes/updates. Provides support to administer vendor and consultant contracts and agreements.
  • Designs, compiles, automates, and maintains reports on interactive dashboards of program performance data for the Department and external audiences (e.g., data dictionaries, visualizations, indicators, self-serve analysis functions). Collaborates with corporate partners particularly ITS to ensure required transportation data can be integrated with other corporate data such as asset, GIS, human resources and financial data into dashboards. Assists Transportation teams to build, access, and maintain transportation data as required. Maintains transportation data for internal intranet and external website.
  • Works with transportation management, external stakeholders, and transportation business units to establish and maintain data sets and systems to support integrated client service delivery. Recommends software, data set structure, and required service enhancements to maximize the useability of departmental data internally and externally while meeting all corporate data management standards.
  • Creates, recommends, and implements data quality control/quality assurance processes used by program areas to ensure data integrity meets established corporate data quality standards. Problem solves and corrects issues as required to ensure compliance with corporate data standards.
  • Maintains an inventory of internal, external, and corporate data reporting requirements and facilitates the various transportation business units’ required data reporting, including taking primary responsibility for the review and approval process to ensure compliance with corporate data standards. Catalogues reports for staff, management, and stakeholder use. Monitors key performance indicators and reports to management as appropriate.
  • Responds to and supports data requests from the departmental management team and all transportation business units.
  • Participates on departmental and corporate data committees. Works with management to ensure departmental compliance with corporate data governance policies and develops the Department’s data strategy and priorities.
  • Supports and advises management and transportation business units with data aspects of customer service, system planning, process improvement, quality assurance, and research projects. Provides support with quantitative and qualitative analysis for data visualization support as required.
  • Collaborates with transportation business units for training, documentation, and technical manuals related to data sets, system integrations, and procedures for processing data.

ADDITIONAL DUTIES/RESPONSIBILITIES

  • Provides ongoing guidance and support to management regarding program data presentation and interpretation. Coordinates changes in processes related to data sets to management to staff, and reviews data entry work to ensure the data workflow process is sustainable and meets established corporate standards.
  • Collaborates with corporate and external partners on strategic data and analysis projects as required.
  • Receives assignments from management. Liaises with management to determine report needs and data requirements. Liaises with other corporate areas (e.g., Planning, ITS, HR) to exchange information related to data analysis software and systems, plan for system upgrades, and obtain people metrics for reports.
  • Exchanges data system information with consultants, contractors, and vendors. Contacts vendors to evaluate products and ensure all corporate standards for data management are met.
  • Plans and prioritizes work according to priorities established by management. Analyzes data, systems, program, and department requirements, and develops solutions to ensure data integrity and quality, and that data is captured, configured, stored, and presented to support program planning and reporting requirements and meets corporate standards for data management. Consults with supervisor on non-standard issues or for clarification and approval for new system downtimes. Participates in evaluations of new systems and software in accordance with corporate standards.
