Description:

MINIMUM QUALIFICATIONS:

Education (degree/diploma/certifications)

  • University Degree in Business Administration, Education, Economics, or Public Policy or a related field.

Experience

  • Minimum of Three (3) years of related work experience and demonstrated knowledge that includes data collection and analysis, logic models, mapping software, client satisfaction, outcome evaluation methodologies, research report writing, and delivering presentations.

Knowledge/Skill/Ability

  • Must possess working knowledge of the Child Care and Early Years Act (CCEYA) and other related legislation.
  • Demonstrated ability to work independently and within an interdisciplinary team setting.
  • Strong communication skills (both verbal and written), project management and organizational skills.
  • Excellent computer skills using SPSS/STATA/SAS, Excel and GIS Software (such as ArcView).

Other

  • Must possess a valid Class “G” Ontario Driver’s Licence and access to reliable transportation.
  • Satisfactory Police Record Check.
  • May be required to work beyond the normal hours of work.

Responsibilities:

POSITION SYNOPSIS AND PURPOSE:

This non-union position, under the direct supervision of the Manager of Children Services, supports the Children Services division, the Early Learning and Child Care sector, Ontario Works and Housing and Homelessness in collecting, tracking, research and analyzing data to support effective planning for services and programs. The position provides information, interpretation and analysis from various research in coordination with community partners such as the local boards of education.

MAJOR RESPONSIBILITIES AND ACCOUNTABILITIES:

Assessment and Analysis (50%)

  • Collects and analyzes a variety of data sources to identify trends and gaps that impact families and individuals in Elgin County, and to inform Social Services and strategic planning at the management level, both internally and externally.
  • Provides analysis and recommendations to management in relation to the Ontario EarlyON portfolio and special needs resourcing.
  • Assists, tracks and analyzes serious occurrences.
  • Utilizes geographic information system tools (such as ArcView) to prepare maps.
  • Ensures and maintains collection and retention of local and historical data, as required.
  • Produces comprehensive written reports for community, regional and provincial groups as well as relevant electronic media materials, as needed or requested.
  • Leads the knowledge transfer of the Early Development Instrument (EDI) process (gathering data, analyzing data and training of EDI and other data) with staff and the community supporting knowledge mobilization and exchange as required.
  • Assists the Manager of Children Services with the planning and development of Children Services policies and procedures, and the delivery of all related Children Services delivered by the department.
  • Maintains a resource library of relevant data and early years research.
  • Accesses and reviews existing local reports and other relevant research to assist in understanding the early years.
  • Collects and inputs contractual service target date into EFIS.
  • Performs other related duties, responsibilities and functions as may be assigned.

Community Engagement and Communication (25%)

  • Prepares and delivers regular reports and presentations to the community planning tables, community organizations, agencies, school boards, and the public.
  • Attends internal/external meetings and provides resources and support to internal and community committees.
  • Collaborates with all early years’ partners within the community, communicating identified priorities of the local planning table for children 0-6 years of age.
  • Provides community partners with data and evaluation supports.

EarlyON (25%)

  • Responsible for collection and coordination of EarlyON KEyON data that tracks programming and unique visits to programs.
  • In collaboration with the Quality Initiatives Coordinator, facilitates training sessions and workshops to support EarlyON providers in creating and implementing their work plans.
  • Designs, conducts and/or contributes to research, evaluation and data collection and planning for EarlyON programs.
  • Develops tools to evaluate programs based on service provider workplans.
