As a valued member of the Digital Transformation & Analytics Team, the Data Architect will play a crucial role in executing on Niagara Health’s Data and Analytics Strategy. The Data Architect will shape, transform and implement various aspects of data management, including defining scalable and sustainable data architectures, enterprise data warehousing, business intelligence (BI), and analytics. The incumbent will extend their expertise to encompass database administration and interoperability, engaging and collaborating with internal and external stakeholders at Niagara Health to define data strategies, ensure integrity and availability of data assets, as well as address all data-related requirements.
We are actively seeking an experienced hands-on professional with a comprehensive understanding of IT, data modeling, database management, and data analytics in a healthcare context. Initially, the Data Architect will play a key role in the design and implementation of an enterprise data and analytics platform working alongside third party vendors as well as stakeholders within Niagara Health. Beyond this, the Data Architect will play a vital role in facilitating and supporting integrated systems testing, gathering requirements, developing and documenting policies and procedures, all while serving as a liaison between end users and ICT.

QUALIFICATIONS & SKILLS:

o 5+ years of experience with the Microsoft data and analytics stack.
o 5+ years of proven experience in Data Architect or similar role with a focus on designing and implementing scalable and secure data solutions and data pipelines.
o Demonstrable experience implementing and managing a cloud-based enterprise data and analytics platform (e.g., EDW, lakehouse) and BI solutions.
o Working knowledge of Health Information Systems, with a preference for expertise with Cerner (Oracle Health) and Meditech.
o Proven experience working in the healthcare industry, demonstrating a solid understanding of its unique challenges and requirements.
o Excellent knowledge of data backup, recovery, security, and integrity.
o Strong understanding of ETL/Data design/Data model/Data consolidation/Data cubes.
o Functional knowledge and ability to work with both MS SQL, and Oracle and NoSQL database environment.
o Proficiency in designing and implementing scalable and secure healthcare data architectures.
o Experience with healthcare analytics, including predictive modeling and machine learning, is an asset.
o Strong analytical skills with the ability to translate business needs into technical solutions.
o Excellent communication skills to articulate complex technical concepts to both technical and non-technical audiences.
o Strong problem-solving skills and the ability to design innovative solutions to meet business requirements.
o Experience producing conceptual and logical data architecture diagrams.
o Project management experience would be an asset.

EDUCATION & TRAINING:

o Bachelor’s degree or Community College diploma in computer science, information systems, or a related field.
o Proven experience in a Data Architect role with a focus on designing and implementing scalable and secure data solutions and data pipelines.
o Demonstrated proficiency in harnessing the capabilities of Microsoft data and analytics tools (e.g., Synapse, OneLake, Data Factory, Fabric, PowerBI) and leveraging Azure cloud services to achieve successful outcomes.
o High-level proficiency in data modeling, database design, and advanced concepts related to data warehousing.
o In-depth knowledge of data integration, ETL/ELT processes, and data migration strategies.
o Familiarity with cloud-based data platforms and services, especially in the context of Azure or other major cloud providers.
o Proficiency in defining and implementing data governance and data quality frameworks.
o Experience with data security and privacy measures, including encryption, identity and access management controls, and compliance standards.
o Strong understanding of healthcare data standards, interoperability frameworks, and regulatory requirements (HIPAA, HITECH).
o Knowledge of industry best practices and emerging trends in data architecture and analytics.
o Familiarity with data management best practices, emphasizing adherence to the Data Management Body of Knowledge (DMBOK) framework. This includes a demonstrated ability to implement effective data governance, data quality, and data security measures within the healthcare context.

Responsibilities:

o Support the design, implementation, and ongoing operations of a scalable and secure data architecture to meet business needs and objectives.
o Responsible for developing and optimizing database models to store and retrieve electronic medical record data, financial data, and operational data.
o Effectively collaborate with stakeholders to define data requirements, ensuring alignment with organizational goals, requirements, and objectives.
o Develop and maintain data models, schemas, and definitions to support business processes, reporting obligations, and applications.
o Provide guidance on data integration, data quality, and data governance best practices.
o Evaluate and recommend emerging technologies and tools to enhance data architecture, reporting, and analytics capabilities.
o Collaborate with Data Engineers, Database Administrators, Decision Support Advisors, and other technical teams to ensure the seamless integration of data systems.
o Define and implement data security and privacy measures, ensuring compliance with industry standards and regulations as well as corporate policies and procedures.
o Establish and enforce data governance policies and procedures to maintain data accuracy, consistency, and reliability.
o Participate in strategic planning to align data architecture with business goals and technology roadmaps.
o Act as a subject matter expert on data architecture, providing guidance and support to technical and non-technical stakeholders.
o Execute a thorough analysis of all system data elements (tables and fields), migrate data, and design data models using SQL, Oracle (CCL, Business Objects), Python, R and/or other data storage software query languages
o Advise and support the migration and archival of required data from legacy IT systems to new solutions
o Improve system performance, data security, and data integrity by conducting regular audits and performing tests, troubleshooting and integrating new elements
o Define, document, communicate, and stabilize all relevant data integration and transfer processes
