DATA MANAGEMENT EDUCATION PROGRAM CONSULTANT, DIVISION OF SPECIAL EDUCATION

Responsibilities Include:

  • Support the Bureau of Data Management through the use of special education data, analytics, and reporting. Offer technical assistance to the field in cooperation with other bureau and division staff.
  • Coordinate with school districts to support effective special education service delivery and data use/management to improve the success of learners receiving Individuals with Disabilities Education Act (IDEA) services, birth to 21. This includes: 1) Using and evaluating ACHIEVE data to identify system and student needs; 2) participating in integrated monitoring activities; 3) summarizing ACHIEVE data for purposes of continuous improvement; Develop statewide knowledge of and use of available data platforms (e.g., Panorama Student Success, EdInsight, ACHIEVE) to identify student needs and monitor student progress towards those needs.
  • Provide support and technical assistance to those serving birth-21 special education. Specifically, eligibility and accountability assessment alignment and coordination for initiatives related to Part C and Part B assessment requirements.
  • Support data collection and analysis, including survey design and collection. This includes but is not limited to: collection, analysis, and reporting of Division-relevant surveys used in evaluating effectiveness of instruction and student progress. Collection and analyze data for special education reporting under the IDEA.
  • Support and provide technical assessment for the statewide implementation of IDEA data management system known as ACHIEVE.
  • Provide technical support for the collection of special education data for reporting to internal staff and external agencies. Create reports, analyses, presentations, and data visualization, as needed.
  • Work with Administrative Consultants and other EPCs across the Department and Division to integrate and align assessments, reporting and compliance requirements with state and federal law. Work cross agency to provide support for measures other teams use in data and analytics to support their work.
  • Maintain a working knowledge of the state and federal policy and the impact of proposed legislation on the bureaus.
  • Support the Department priorities through performing other duties as assigned by Bureau Chief or Administrative Consultant.

MINIMUM QUALIFICATION REQUIREMENTS

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
a. Professional training, teaching, or counseling experience in an educational setting;
b. Professional administrative experience in an educational setting;
c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
