Job Description

  • Responsible for the development and maintenance of key parts of the DWP Data Governance Framework, Policies and Standards (in line with UK GDPR (General Data Protection Regulations) and the DPA). The Data Governance Framework includes Data Strategy, Data Sharing, Data Enablement and Quality, Data Quality and assurance across each element.
  • Work closely with Business Areas responsible for the Contracting Authority’s Data Assets to develop and maintain the Contracting Authority’s Data Strategy.
  • Work closely with Business Areas to improve the value and enablement of core data assets.
  • Chair/attend the Data Governance forums and working groups as outlined in the Data Governance Framework to ensure there are clear accountabilities and audit trail of actions and decisions around the management of Data Governance activities, issues and risks.
  • Continually identify opportunities for improvement in line with the Department’s Data Governance Framework and industry best practice.
  • Produce effective communications and publicity material to help inform and gain ‘Buy in’ across a large-scale diverse organisation (circa 85k staff) on the Data Governance Framework. Deliver roadshows, attend meetings and market the Contracting Authority as a ‘Data Driven’ Department focused on treating Data as an asset to benefit citizens.
  • Identify, develop and support Data roles within the Data Governance framework ensuring clear responsibilities for the stewardship of the Contracting Authority’s principal data assets.
  • Define and develop indicators of Data Governance performance and quality metrics to ensure and maintain compliance with data related policies, standards, roles and responsibilities.
  • Act as the subject matter expert and point of contact for Business Areas. Take responsibility for supporting and facilitating timely resolution of Data Governance issues and the mitigation of data risks.
  • Lead Data Governance forums and working groups outlined in the Data Governance Framework to ensure Data Governance issues and risks are identified, audit logs set up and the mitigation actions and decisions taken.
  • Produce high quality communication products including progress reports to senior leaders, the Chief Data Officer and the Head of the Data Strategy and Enablement.

Typical Data Governance Skills required include:

  • Knowledge of data related government regulatory requirements and emerging trends and issues.
  • Knowledge of industry leading data quality and data protection management/security practices.
  • Knowledge of Data Governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection.
  • Knowledge of data integrity frameworks, and the application of data standards.
  • Experience in large-scale Data Governance / management.
  • Proven interpersonal and communication skills to translate, promote and embed a Data Governance Framework and supporting Policies ensuring buy-in across a large scale and diverse organisation.
  • Demonstrable experience of building and supporting a data stewardship network committed to achieving high standards of data quality and data protection.
