Description:

The Data Scientist is responsible for providing leadership, guidance and consulting services to all areas of the organization on research and analysis. This includes information on best practices, metric methodology and predictive modelling. The incumbent’s primary function is to conduct research and analysis on WCB programs for senior leadership and operational business units.

QUALIFICATIONS:

Doctoral Degree in Public Administration, Public Policy, Business Administration, Economics, Mathematics or a related discipline
Minimum seven (7) years directly related experience in research or evaluating programs including experience with SQL queries for data retrieval
Knowledge of data warehouse design and functionality
Advanced proficiency in the use of a personal computer and software (Excel) in a Windows environment
Advanced proficiency with using statistical computing packages (Python programming language)
Well-developed research and analytical skills that require initiative and independent thinking
Advanced abilities in quantitative and qualitative evaluation research and program evaluation
Superior technical and writing skills including the ability to communicate complex information in plain language
Excellent oral communication, facilitation/mediation, and public speaking skills
Strong interpersonal skills with demonstrated ability to utilize tact and discretion in dealing with contentious decisions, confidential information, complex issues, and confrontational contacts
Ability to lead and manage projects
Ability to adapt to a changing environment while managing multiple priorities within tight deadlines
Ability to work independently and in a team environment
Knowledge of the Workers Compensation Act, policies and procedures of the WCB of Manitoba or other provincial WCBs and related compensation issues would be an asset
Knowledge of tools such as PowerPivot, Power BI, Power Query and Reporting Services would be an asset.

Responsibilities:

Conducts advanced research and analysis for Senior Executive and various WCB Business Units. Leads the requestor through problem definition, approach and presenting results with the goal of enabling business units to become more self-sufficient to answer simple data requests using new self-serve tools the Data Scientist describes to the BI DBA or BI Analyst to provision.
Conducts research or provides data for external requests ensuring WCB policies and privacy legislation are followed.
Reports on Key Performance Indicators (KPIs) for Senior Executive and the Board of Directors, including information for the Annual report.
Conducts forecasting and trending on WCB KPIs and external factors to predict impact on the WCB using methods such as regression models, Bayesian estimators or time series analysis.
Proactively conducts analysis and research to make new discoveries and identify areas of opportunity or risk.
Develops analytical and predictive models to improve operational business unit performance using techniques such as Poisson models, conjoint analysis or cluster modelling.
Acts as a thought leader on research and analysis techniques for the BI unit and for other operational business units in the WCB.
Provides and documents best practices for determining key measures and definitions in the WCB.
Defines guidelines, standards of practices and expectations for data quality and monitors to ensure adherence.
Identifies new datasets and defines new dimensions in the database model to continue to enhance the Data Warehouse completeness and functionality.
Provides ideas for enhancements and improvements on the Data Warehouse based on experience and research requests.
Analyses and documents data quality issues for ongoing improvement of the WCB Data Warehouse, source systems or business processes and provides these findings to the appropriate group or operational department to implement upgrades.
Pursues professional and personal development through continuing education and training, literature reviews, and workshops, seminars, etc.
Performs other related duties as assigned.
