Description:
INTRODUCTION
The Department of Health Services (DHS), Division of Public Health (DPH) is recruiting for a Data Strategy & Interoperability Section Manager within the Office of Health Informatics (OHI).
DPH works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices. You must have access to both a private workspace and high-speed internet if working remotely. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This position will work Monday through Friday, daytime hours.

POSITION SUMMARY
As the Data Strategy & Interoperability Section Manager, you will be responsible for the overall administration of the Wisconsin public health data strategy including the planning, development, implementation, maintenance, and evaluation of all elements of the section and its staff and technologies.
Management oversight includes:
- Policy analysis of federal data exchange strategies and their impact and application to Wisconsin public health data, state statutes, and data governance,
- Application of strategies and methods related to data privacy, security, and confidentiality policies and procedures
- Supervision of Data Management Unit staff and operations, including data access/provision/dissemination workflows
- Supervision of Data Architecture Unit staff and operations, including implementation, administration, and maintenance/continuous improvement of technology infrastructure and advanced data interoperability technical solutions
- Leadership and participation of division, state, and nation-wide data-related workgroups and communities of practice.
You will be responsible for the oversight of teams responsible for the implementation and ongoing modernization of technical solutions, including cloud-based platforms and interoperability standards, to integrate disparate public health data sources. You will promote and ensure adherence to sound data governance and data management best practices, including implementation of metadata tools and other documentation to provide accessibility and understanding of public health data. In addition, you will lead efforts to review, assess, and provide recommendations to leadership on new/emerging and modified federal data standards and data strategies introduced by organizations that include, but is not limited to, the Center for Disease Control and Prevention (CDC), the Centers for Medicare and Medicaid Services (CMS), the Office of the National Coordinator (ONC), the National Institutes of Health (NIH), as well as assessment of federal data standards/strategies and their alignment with Wisconsin state statutes, regulations, policies, legislation pertaining to data use and data exchange.
Additional duties include oversight of the development and implementation of policies, procedures, standards, and guidelines with respect to data dissemination, surveys, health demography, health economics, data management, and information technology. You will also be responsible for all operational duties pertaining to leading a section, including staff recruitment and retention, workforce development, budget planning and monitoring, grant applications and oversight, and timely delivery of data strategy action plans and projects.
QUALIFICATIONS
Minimally qualified applicants will have all of the following:
- Experience in a supervisory role in a public health or healthcare related organization (e.g., hiring, discipline, resolving conflict, conducting performance evaluations, delegating work responsibilities, monitoring staff capacity and workload, etc.).
- Experience leading initiatives related to at least two of the following areas: data governance, data management, data architecture, technology modernization AND at least two of the following areas: strategic planning, budget/finance management, procurement, communications, organizational change management.
- Experience leading customer service teams and building and maintaining relationships with a variety of partners.
- Experience leading initiatives related to optimizing data systems, data infrastructure, data interoperability, or data exchange, including familiarity with concepts such as HIE, HL7, API, Meaningful Use, FHIR, USCDI, or TEFCA.
Well-qualified applicants will have one or more of the following:
- Experience building and continuously improving an enterprise-wide data management and data governance structure, including policy and process improvement.
- Experience designing, evaluating, and enhancing data architecture, technology infrastructure, data models, data systems, or data strategies supporting system-wide data interoperability (e.g., enterprise data warehouse, data lake, data fabric, etc.).
- Experience managing operations related to budget and financial monitoring, procurement, and contracting.
- Education, training, or certification(s) related to data strategy, data management/governance, data science, data analytics, or cloud platforms.
