JOB SUMMARY

Established in April 2016, the Defence Nuclear Organisation (DNO) delivers nuclear capability to deter threats and protect our nation.
The DNO oversees all defence nuclear business (excluding operations) and is responsible for providing nuclear deterrence; sponsoring the Defence Nuclear Enterprise (all the organisations, programmes and people that sustain the UK’s nuclear deterrent); and advising on UK nuclear policy, planning and international co-operation on nuclear matters.
The UK’s independent nuclear deterrent has existed for over 60 years to deter the most extreme threats to our national security and way of life, and that of our NATO Allies. To ensure that we have a credible and capable nuclear deterrent for as long as the security situation requires, we are building four new nuclear armed submarines – known as the Dreadnought Class – and replacing our nuclear warheads. These renewal programmes will utilise world-leading technology and are a showcase in science and engineering, highlighting the prowess of British industry.

The DNO White Fleet (WF) Transport Desk Officer is responsible for overseeing all aspects of the WF for DNO, ensuring that the requirements of the MOD approved contract (PHOENIX II) are met in the most effective and efficient manner. They are to ensure that vehicles are operated in accordance with MOD Policy whilst developing, reviewing and updating local SOPs such as the DNO Driver Standing Orders. They are also responsible of developing a strategy to promote positive driving standards, behaviours and safety awareness. They will act as the Subject matter Expert (SME) for White Fleet and Hire Car queries across the DNO and support the Defence Nuclear Enterprise as required.

JOB DESCRIPTION

Key Tasks and Responsibilities:

Budget Management:

  • Oversee top-level budget responsibility for transport management and costs associated with White Fleet (WF) use.
  • Control, record, and order UK agency fuel cards in use across DNO, and undertake audit and assurance of fuel cards to ensure they are used in accordance with policy.

Policy Development:

  • Engage with multiple stakeholders across the MOD to develop policies and identify cost-reduction strategies.

Usage Monitoring:

  • Monitor hire car usage, future funding requirements, and telematic speeding events for lease vehicles.
  • Interpret management information, provide valuable business insights, and work alongside senior colleagues to help shape strategy and policy within their role area.

Guidance and Advice:

  • Offer advice and guidance for the use of WF lease and/or hire cars outside of the UK, including conducting and recording all overseas Matrix testing.

Contract Management:

  • Manage vehicle contract support to ensure compliance with regulations and contract conditions.

Compliance and Auditing:

  • Understand traffic law and legislation requirements to ensure DNO remains compliant.
  • Ensure compliance with legislative and MOD regulatory requirements through a robust audit process.
  • Ensure staff using privately owned vehicles comply with JSP 800 vol 5.

Safety and Environmental Considerations:

  • Address safety and environmental considerations when moving materiel by all modes of transport.

Reporting and Investigation:

  • Implement and manage a robust reporting, recording, and accident investigation process.

Training and Guidance:

  • Engage and guide DNO Authorising Demanding Officers (ADOs) and their Admin 1s in the control and management of transport provision.
  • Provide training and guidance to ADOs and Admin 1s to enhance their skills and competencies in this field.

Collaboration:

  • Engage with multiple stakeholders across the business and collaborate with senior colleagues to devise and implement relevant transport strategies, policies, and processes that meet business requirements.
  • Liaise with other TLB Desk Officers, White Fleet Managers, and Authorising Demanding Officers (ADOs).

This role requires a proactive individual with strong organizational, analytical, and communication skills, capable of working collaboratively to achieve strategic transport objectives within the MOD.
Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity. Requirements to attend other locations for official business, or work in another MOD office will also count towards this level of attendance. The post does not offer relocation expenses.
