Description:

The Human Resources Department Administrator is an exciting opportunity to join our Human Resources Team and utilize your administrative, communication, and organizational skills along with a strong technical aptitude to provide a high level of administrative support to several department functions, including executive support and support to payroll processes and programs. In this position, you will provide comprehensive support in the day-to-day functions of the department, which will vary by day but can include scheduling meetings and events, budget management and reporting, creating various metrics reports, assisting with preparation and follow-up for training events, assist with maintaining and troubleshooting both the HRIS system and system platforms, serving as a backup to the Payroll Administrators, and fielding and responding to inquiries from employees. You will also collaborate with members of the human resources team and other departments on special projects and events. This position offers the opportunity for meaningful and impactful work as you maintain an organized approach to providing administrative assistance to assist team members with meeting our department initiatives in support of the mission, vision, and goals of Cleveland Metroparks.
Summary:
The Department Administrator provides administrative support to the Chief Human Resources Officer, Director of Human Resources, and Director of Employee Development on a variety of matters including processing bills, creating and maintaining reports, scheduling meetings, budgets, maintenance and data entry for HRIS, responding to employee inquiries, and serves as a backup to the Payroll Administrators. In addition, this position serves as the department’s problem-solving point person, providing comprehensive support in the day-to-day operations of human resources, ensuring the department runs smoothly while efficiently managing and prioritizing multiple tasks.

Requirements:

  • Associate degree, bachelor’s degree preferred, in business administration, communications, human resources or related field. Minimum of five years of progressively responsible experience in an administrative position; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Strong technical knowledge and ability to navigate, troubleshoot, and maintain various systems and platforms such as HRIS and payroll processing systems.
  • Basic accounting skills and familiarity with financial terms and statements.
  • Proficiency in computer usage and software programs including all Microsoft Office programs.
  • Experience or familiarity with various human resources systems preferred.
  • Ability to develop and maintain effective working relationships with stakeholders, including employees and the general public.
  • Ability to speak and write clearly, concisely and persuasively using correct grammar, spelling and punctuation with ability to communicate one-on-one or in group settings.
  • Ability to perform work with a high degree of accuracy and organization.
  • Management skills and strong business acumen, including problem solving, vision, ability to manage multiple programs and meet deadlines, collaboration, leadership, decision making and ability to analyze diverse facts and develop clear and concise reports and recommendations.
  • Ability to work cooperatively with others.
  • Mature professional attitude and considerable discretion, including ability to manage confidential information.
  • Ability to perform with considerable independence and initiative

Responsibilities:

  • Regular and predictable attendance is expected and required. All Cleveland Metroparks employees must be prepared to work flexible schedules, including evenings, weekends, and/or holidays as required.
  • Performs complex administrative duties. Assists the CHRO and Department Directors with correspondence, including, but not limited to, letters and emails; maintains Chief’s appointment calendar; coordinates departmental events calendars and other departmental communications; assists staff with processing administrative requests; orders supplies; creates and maintains department files; processes and delivers incoming mail; processes and directs requests from other departments and public.
  • Learns all aspects of payroll processing and serves as a backup to the Payroll Administrators.
  • Assists with the maintenance, data entry, and troubleshooting, reporting, and metrics in the human resources information system (HRIS).
  • Oversees the department budget, including assisting with budget preparation and report preparation, including position management reporting.
  • Assists department staff in adhering to Park District finance policies. Processes invoices and maintains records for accounting/finance; creates and tracks purchase orders; processes and tracks Procard and travel card expenses and maintains records; processes CTC forms and coordinates follow-up with department staff.
  • Oversees contracts and agreements: Prepares and reviews contracts and professional service agreements with department staff for accuracy then sends to the legal department for review; follows contract tracking procedures with other departments and performs necessary follow-up.
  • Advises Park District employees on department-specific policies or routes employees to appropriate team members for advisement.
  • Performs special projects as assigned.
  • Keeps direct supervisor promptly informed of key/significant issues or concerns.
  • Carries out duties and responsibilities in a safe and efficient manner to maintain a safe work environment and surrounding area for oneself, co-workers and public. Responds to hazardous situations and/or potentially unsafe conditions by taking corrective action as capable and promptly notifying supervisory personnel.
  • Updates and enhances own knowledge by involvement in continuing education for professional growth (i.e., attends relevant conferences, seminars, in-service trainings, and certification programs)
  • Performs related duties as assigned or apparent.
