    The Department of Justice and Community Safety is seeking a Deputy General Counsel and Director, Legal, Policy and Harm Minimisation to provide a critical role within Liquor Control Victoria.
    About the Business Unit
    Liquor Control Victoria (LCV) includes the independent Victorian Liquor Commission and a dedicated team within the Department that supports the Commission in the exercise of its statutory functions. LCV issues liquor licences and oversees industry compliance and enforcement to achieve a safe, diverse, and responsible liquor industry focussed on harm minimisation and community safety.
    Legal, Policy and Harm Minimisation Division
    The Legal, Policy and Harm Minimisation Division provides legal, regulatory policy, and secretariat support to LCV and the Commission in the exercise of functions conferred by the Liquor Control Reform Act 1998.
    About the Role
    The Deputy General Counsel and Director, Legal, Policy and Harm Minimisation is responsible for leading an ambitious change agenda as a member of LCV’s leadership team. You will provide expert legal advice; support the implementation of LCV’s strategic plan; enable the Chair, Commission, and LCV to exercise statutory functions including the Commission’s tribunal functions; implement governance best practices; implement a proactive, risk based, integrated, and principles based approach to regulation; and support staff to achieve their full potential.

Qualifications

  • Admitted to the legal profession as an Australian Lawyer, holder of a Victorian Practising Certificate and five years post admission experience

Responsibilities:

  • High-level communication and interpersonal skills combined with demonstrable ability to liaise and negotiate at senior levels, developing innovative solutions to resolve complex and sensitive issues.
  • An understanding or demonstrated capacity to quickly acquire an understanding of the liquor industries and the regulatory framework together with a sound appreciation of the government’s social and economic objectives, in particular harm minimisation, and strategic priorities for regulation of the industries.
  • Demonstrated knowledge and breadth of understanding of the practical application of administrative law.
  • Highly developed stakeholder management and influence and negotiation skills with a track record in building and maintaining successful partnerships with a broad client base, including industry stakeholders, community groups and other government and regulatory agencies, to enable the achievement of outcomes consistent with organisation objectives.
  • Demonstrated strong written communication, conceptual and analytical skills and proven ability to provide strategic leadership in the development and implementation of agreements, contracts, policy, procedures, regulations and orders, and proposals for legislative amendment, preferably within a complex regulatory framework.
