About us
The Queensland Fire Department (QFD) provides fire prevention, preparedness and response services to fire in the built and landscape environments, as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response, including road crash rescue, bushfire, hazardous material, technical and vertical rescue severe weather incidents, remote and swiftwater rescue, and provides a number of functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR), Rural Fire Service Queensland (RFSQ), as well as the broader department which work together to pre-empt, prevent, mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.
The QFD is an organisation that is focused on reframing the department’s relationship with Aboriginal and Torres Strait Islander peoples, communities, and organisations through the Path to Treaty, Closing the Gap and building our cultural capability.
Purpose of the role
The Capital Works team leads and facilitates the annual programming and scheduling of allocated projects and related activities to ensure delivery of the department’s statewide capital, medium and minor works program. The team contributes to the strategic planning, evaluation and interpretation of relevant legislation and standards to ensure QFD meets whole-of-government building and accommodation requirements, and provides specialist building and construction advice to ensure best value capital investment is realised, and best practice asset management optimises the useful life of QFD built asset portfolio.
Reporting to the Principal Program Officer you will be responsible for developing and drafting the concept design for built assets in the delivery of the departments capital works program. This encapsulates the client briefing meetings, compiling a recommended ongoing strategy for maintenance and enhancement, and developing conceptual drawings referencing the department’s standard designs, to final drafting and coordinating all aspects of the design process in consultation with the senior executives and various consultants to ensure standards, compliance and designs meet client requirements and project deliverables.
Key requirements

Mandatory requirements

  • Tertiary qualifications in architecture or built infrastructure design and/or drafting.

Highly desirable requirements

  • Minimum five years’ experience and comprehensive knowledge of and demonstrated experience in the AutoCAD design packages.
  • Minimum three years’ experience in design of community-built infrastructure.
  • Minimum three years’ experience in effective communication through advocacy, building effective relationships, negotiation and conflict resolution.
  • Minimum C Class Driver’s Licence (non-restricted).

Special requirements

  • The Incumbent may be required to travel and work within their area of responsibility and may also be required to undertake intrastate, interstate deployment or travel as required with the possibility of overnight stays.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

  • Lead and review the design, design brief and specifications on all capital and medium/minor works projects and check them for technical accuracy and compliance with the departmental design standards.
  • Perform technical design and drafting activities, as required for each project, to meet operational requirements and in accordance with relevant design standards
  • Incorporate best value, sustainable and environmentally resilient infrastructure concepts into the department’s design methodology, in consideration of economy, asset lifecycle, operational workplace health and safety, efficiency of delivery and scalability.
  • Enhance and maintain the standard designs in liaison with key internal and external stakeholders, in consultation with senior executives to ensure optimal investment balanced with functional purpose.
  • Develop strong internal and external stakeholder relationships to identify design and negotiate agreed core requirements within established constraints, ensuring positive outcomes in the development of the most relevant and appropriate design solutions to meet service objectives.
  • Prepare and review quality project documentation, correspondence, presentations and reports relating to design concepts and project initiatives, in accordance with departmental governance, requirements and timeframes.
  • Demonstrate positive and effective project collaboration within the team and provide expert advice and assistance to other team members in the delivery of quality capital projects.

Proactively monitor the risks associated with drafted designs and the standard designs in relation to the built and prevailing departmental environment and provide solution-based recommendations accordingly.
