PSD is responsible for maintaining the integrity and public confidence in the City of London Police by dealing with, and managing complaints and investigating misconduct under the Police Reform Act 2002, and in accordance with IOPC Statutory Guidance.

DESCRIPTION

Substantive Detective Inspectors are invited to apply to join the Professional Standards Directorate (PSD) Misconduct investigation team, which is currently looking to recruit into a permanent position.
The role is both varied and exciting, and there is scope to make a significant difference to the integrity of the organisation. As a manager you will find yourself overseeing a range of complex investigations, which is both demanding and rewarding.
The role is both strategic and operational. As part of your role, you will be responsible for overseeing and dev
eloping existing policies. You are also required to have strong operational skills to enable you to develop and manage operational strategies.
Within the role, you will oversee and manage a team of trained detectives, who carry out sensitive and complex investigations into both criminal and misconduct allegations. You will be a key figure within the team and will be key in supporting the development and welfare of your sergeant and the wider team.
Strong communication skills are vital, as part of your role you will be to support a team of investigators, dealing with criminal allegations and allegations of misconduct. This will require the candidate to have a strong investigative mindset so that all lines of enquiry can be maximised. You will also oversee final reports that are prepared for the Appropriate Authority so that they can carry out their statutory function. As a result, the candidate is required to have excellent written skills.
As a manager you will be required to work with internal and external stakeholders. The ability to network and form strong relationships is therefore vital in forging lasting partnerships with stakeholders, such as the Independent Office for Police Conduct (IOPC), Crown Prosecution Service (CPS) and staff support agencies such as Unison and Police Federation.
The candidate will also have strong analytical mind, and able to respond to ‘live’ incidents as they occur. This includes responding directly ‘live’ criminal and misconduct allegations, along with cases that meet the statutory criteria of a Death or Serious Injury, as defined under the Police Reform Act. As a result, there is requirement that you will be part of an ‘on call’ rota.
In return you will be provided with all the required training to carry out the role. This will include a weeklong residential course at the College of Policing and various inputs to support career development.

KEY REQUIREMENTS

The post holder will be responsible for maintaining the Standards of Professional Behaviour within Force by overseeing and supervising a team conducting investigations within the department. You will oversee resourcing of the team, performance and have an ability to coordinate responses to ‘live time’ investigations.

SKILLS

  • Excellent analysis and assessment skills.
  • Excellent written skills, with an ability to produce complex investigative reports, research and briefing papers for senior management.
  • Excellent oral and communication skills to discuss and progress matters with members of the public, and for internal and external stakeholder briefings.
  • Excellent staff management skills, with an ability to manage a team of police officers undertaking a range of investigations.
  • An ability to develop and manage the application of policies and procedures for dealing with complaints and conduct, which complies with relevant legislation.
  • Excellent communication skills for managing both internal/external relationships.

EXPERIENCE

  • Experience in conducting and managing complex investigations.
  • Experience in working with key external agencies and stakeholders/partners.
  • Experience in writing investigative reports which comply with legislative and regulatory requirements.
  • Experience in managing and leading a team in the delivery of investigative services.
  • Experience in the development of policies and their implementation.
  • Experience of successful customer/victim engagement and relationship management

Key Responsibilities :

  • Supervising and managing a team of investigators who oversee investigations into public complaints, misconduct, and death or serious injury investigations under the Police Reform Act.
  • Managing a team in carrying out enquiries as required by the investigation. This will include quality assuring and checking statements from victims and witnesses; identifying lines of enquires; researching material of potentially evidential value, including crime reports, and data from confidential sources; overseeing the teams schedules and appointments and overseeing the resourcing of the team.
  • Building strong collaborative working relationships with staff support agencies such as the Police Federation, Unison and line management so that effective welfare strategies are in place.
  • Carrying out the initial assessment of a cases and identifying possible breaches of the Standards of Professional Behaviour.
  • Managing the preparation of initial notices of investigations, including the suspension / restriction documentation, notices of investigation, and all accompanying paperwork. Ensuring welfare and media strategies are in place.
  • Acting as the Appropriate Authority under the Police Conduct Regulations / PCMR when conducting initial severity assessments into alleged breaches.
  • Overseeing a team that conducts and interviews police officer/members of staff in criminal investigations and misconduct investigations.
  • Overseeing and supervising the preparation of investigative reports for to submission to the final Appropriate Authority, and identifying and providing recommendations for individual and organisational learning.
  • Overseeing the coordination and preparation of case bundles for case that have been referred to proceedings by either the Appropriate Authority or the IOPC.
  • Overseeing the coordination and running of gross misconduct hearings, including service of papers, warning of witnesses and attendance at hearings.
  • An ability to be resilient under pressure, prioritise competing tasks and identify personal and organisational risks as the arise.
  • Most importantly, having integrity and being fair, compassionate and openminded to investigations, with genuine empathy to all parties’ subject of an investigation.
