Description:
Role Purpose
To implement the TNA exercise, analyze and stand on the training and development agenda in line with the general policy standards and DCAA’s HR Development strategy. Coordinate the training needs with all department’s heads and arrange for the necessary approvals with the HR Senior management. Arrange for necessary reports and matrixes reflecting all data and analysis to improve employee competencies and organization’s capabilities.
Key Responsibilities/Duties
1. Training & Development: Conduct analysis to identify training needs across all departments to analyze and prioritize the training/development programs and its justifications. Support the Head of section in planning the annual agenda and implement the programs from approved sources in cooperation with line managers to ensure effective learning and development for all employees.
2. Technical Training: Design and collaborate the training manuals with line managers and facilitate the delivery (logistic, admin and technical) with the approved training institutions based on the departments’ needs.
3. Induction Programs: Develop effective induction programs to train and orient new employees on all relevant job requirements to ensure new hires have the necessary guidance to integrate with their assigned role at the DCAA. Conduct induction program feedback reviews to track and develop the effectiveness of the DCAA’s induction program.
4. Performance Appraisal Reports: Study and analyze the Performance Appraisal reports to stand on the common arias for development among the organization. Support the departments in linking their KPIs to the overall functional accountabilities and objectives.
5. In-House Training: Review and recommend required in-house admin and soft skills training courses based on the TNA results.
6. Training Effectiveness: Monitor and evaluate training program’s effectiveness, success and ROI periodically and publish report to management reflecting key achievements in employee development.
7. Training & Development Budget: Support in the head of section in the annual budgeting process.
8. Succession Planning: Prepare and implement efficient succession and training & development plan for key technical and leadership positions based on the annual coordination with the departments.
9. Stakeholders Relationship: Research the best service providers locally and internationally in line with the best standards and practices, negotiate and arrange for the necessary approvals. Oversee and evaluate their services on timely manner to decide on the preferred list, based on their efficiency and ethics.
10. Policies and procedures: design, review, update and communicate the training & development policy and guidelines to all departments and employees.
11. Developments in Training Programs: Maintain knowledge of up-to-date training trends and development best practices. Measure their effectiveness and integrate programs beneficial to DCAA into the training curriculum.
12. Training Data: Develop and maintain the training database and keep track and reports to present for the senior management for multiple purposes.
13. Other duties: Perform other job-related duties as may be assigned from time to time by the Head of Human Resources Development.
14. Ensure compliance with non-disclosure and confidentiality agreements, as well as DCAA security policies, to safeguard both government and DCAA confidential information. Address and rectify any ISR audit findings, promptly report security incidents, and engage in ongoing security awareness training to prevent unauthorized access or disclosure.
