JOB SUMMARY
The Hard FM Assurance Officer fills a key role within the Defence Infrastructure Organisation (DIO) Scotland and Northern Ireland delivery region. Undertaking the role will provide a significant sense of achievement in supporting the delivery of a complex multi-million-pound Hard Facilities Management (HFM) Contract across the region. As a member of the Regional Support Team, you are required to contribute to the leadership and strategic management of the estate providing guidance to the DIO personnel. The Assurance Officer has a critical role in implementing and managing assurance processes under the HFM contract. The Assurance Officer will assist the Assurance Manager in supporting the development of the HFM Regional Delivery Assurance Management strategy and supporting colleagues across the region to ensure that a robust assurance regime is maintained.
This position is advertised at 37 hours per week.
JOB DESCRIPTION
- Assist the S&NI Hard FM Assurance Manager to ensure that all Estate Management Practitioners Guide 02 checks, investigations and audits have been completed for the SNI Built Estate Region. The successful candidate will also collate results and ensure they are reported through the governance chain.
- Assist with the continued development, co-ordination and implementation of the Regional Delivery SNI Assurance and Fraud Prevention Management strategy. Manage HFM Assurance Management activities for the region including implementation and management of the annual programme of assurance activities to ensure alignment with the assurance strategy.
- Assist in the verification of Industry Partner (IP) reports and monitor the completion and closure of Corrective Actions and Supplier Non Performances. Jointly with the IP, maintain a Corrective Action Register and associated corrective action management plans. Attend all relevant Assurance meetings as necessary and ensure consistent records are kept.
- Provide assurance training and guidance to the DIO personnel across the region, including the use of HFM Assurance Applications and reporting tools.
- Monitor asset compliance status and reports on a monthly basis utilising the DIO Asset Information Portal.
- Responsible for invoice processing and payment activities for the HFM contract. Scrutinising all invoices in advance of processing to ensure a robust audit trail is in place and returning to contractors for resubmission if necessary. Liaise with DIO Finance and DIO Commercial on any issues. Use of Contract Payment and Finance and Infrastructure Management System to process IP payments (mandatory training required for access to these systems).

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
