Job Description:

QUALIFICATIONS

Education and Experience

  • University degree combined with CIP designation or equivalent experience
  • 8-10+ years of personal insurance leadership experience
  • Experience leading the business operational aspects of a technology transformation in personal insurance including working closely with technology partners to design, build and implement.
  • Experience with leading major projects and managing change

Knowledge and Skills

  • In-depth knowledge of the personal insurance sector and industry trends.
  • Knowledge of technology solutions in the P&C insurance industry, as well as practical use cases for automation, integrations and GenAI.
  • Solid understanding of auto insurance fraud, including industry fraud management strategies and supporting technologies.
  • Leadership skills to implement an effective and efficient organizational structure, systems, methodologies, and standards and ability to manage and champion change for an effective organizational culture and vision.
  • Strong interpersonal, relationship management, and negotiation skills.
  • Ability to build long-term and productive relationships.
  • Strong written and verbal skills, including the ability to effectively communicate with both internal and external audiences.

Responsibilities:

PURPOSE OF POSITION

Accountable for the execution of several key initiatives under FSRA’s auto insurance rating and underwriting reform strategy, including leadership of a multi-year technology transformation, overseeing the operational design, planning, development and phased implementation of a new technology platform to support FSRA’s new supervisory model for auto insurance. This role is also responsible for operational execution of other key initiatives under FSRA’s auto insurance reform strategy including but not limited to the design and implementation of a new fraud reporting tool and fraud analytics for the sector.

KEY RESPONSIBILITIES

Auto technology transformation—lead all phases of design, build, implementation and change management, as well as post-implementation enhancements:

  • Leads the auto technology transformation in partnership with IT, from concept to design, build and implementation, to replace a legacy system with a new platform with expanded capabilities to enable FSRA’s new principles-based auto insurance supervisory model, including:
  • Auto insurance product, rating and underwriting filings
  • Insurer assessments and accreditation
  • Proactive supervision across the industry
  • Works across the auto insurance team to design efficient and effective internal and external processes that fit the design of the new platform with consultation across stakeholder groups
  • Actively identifies and implements opportunities for automation, integrations and GenAI to speed up processes, improve accuracy and reduce cycle times.
  • Develops detailed plans for phased implementation, manage timelines and budgets, and identify and mitigate delivery risks.
  • Lead change management through the transition including internal and industry communications, training and support

Fraud reporting platform and fraud analytics—lead all phases of partner selection, design, build, implementation, industry engagement and change management:

  • Oversees the development of a new fraud reporting platform and processes from concept to implementation working in collaboration with auto policy, IT and data science, as well as industry stakeholders:
  • Identifies different types of fraud
  • Quantifies the impact of fraud in Ontario
  • Identifies patterns, connections and trends across the industry
  • Designs and implements new fraud reporting processes in accordance with FSRA’s rule and guidance on the fraud reporting service
  • Creates new management tools and analytics based on data collected in the tool
  • Develops and executes a change management and communication strategy for the introduction of the new tool planned for December 2026

Auto strategy execution and operationalization:

  • Leads the operational execution of key initiatives under FSRA’s auto insurance reform strategy, ensuring alignment with organizational goals and outcomes.
  • Works closely with pricing and underwriting operations, actuarial, auto policy, legal, and market conduct teams to drive strategic projects to completion.
  • Develops detailed plans and timelines, monitor progress against objectives, identify risks and develop mitigation strategies.
  • Continuously seeks out innovative solutions, including automation and GenAI, to address industry challenges and improve the effectiveness of regulatory processes.
  • Creates a change management and communications strategies to support the rollout of major initiatives in partnership with auto operations, actuarial, auto policy and public affairs

Management reporting:

  • Directs the development of management reporting tools and analytics to generate both operational and industry insights to the auto insurance team, including but not limited to:
  • Industry insights
  • Operational performance
  • Supervisory activities
  • Consumer outcomes from key initiatives under the auto reform strategy

Leadership and Collaboration:

  • As a member of the FSRA leadership team, contributes to the FSRA strategy and development of tactics; and provides leadership in executing programs, services, or initiatives to deliver on the strategy.
  • Builds strong relationships with internal stakeholders and external partners to foster collaboration and ensure successful project outcomes.
  • Provides leadership and mentorship to project teams, promotes a culture of innovation, accountability, and continuous improvement.
  • Provides strategic advice and expertise on AIP plans, priorities and outcomes including strategies, services, and issues/challenges.
  • Represents the AIP team by leading and/or participating on working groups and committees both within and outside FSRA to ensure effective monitoring of developments, integration of efforts, identification of issues and opportunities to influence the AIP team and FSRA strategies and overall mandate.
  • Promotes and drives innovation and continuous improvement throughout the department and across FSRA related to department programs, services and initiatives.
  • Works in collaboration with leadership colleagues on auto insurance priorities and standards for FSRA.
