Description:
Reporting to the AVP Operations and Resilience, the Director, Capital Planning and Implementation will be responsible for comprehensive management of RRU’s multi-year capital program[1]. While the value of infrastructure and technology investments will fluctuate year-over-year, as priorities are set and funding applications are approved, on an annual basis project work will typically be estimated in multi-million dollars.
The Director will be responsible for an internal program team comprised of four exempt employees as well as a mix of consultants, contractors and internal and external stakeholders. The Director’s role is critical in leading all aspects of the capital program including relevant and enterprise-wide coordination and collaboration. Initiatives will be identified and approved in alignment with University and academic priorities; the Director will promote a risk-intelligent, resilient, efficient and fiscally responsible approach to planning and completion of all capital projects.
Through an effective capital governance and management structure, the Director is responsible for developing and implementing policies that will inform prioritization, recommendations and project delivery related to campus strategic planning and space management.
The Director will oversee all capital initiatives, tracking progress on the delivery of outcomes. Responsibilities will include delivery of all monthly, quarterly and annual reporting requirements to RRU Executive and Board of Governors, as well as to the Ministry[2] and other external funders.
Aligning with the resilience function of the Operations & Resilience portfolio, the Director will work collaboratively with the AVP Operations & Resilience, to seek out and develop strong collaborative partnerships with key stakeholders (internal and external), “clients” and key decision makers relevant to the capital program.
Job Requirements
- A relevant post-secondary degree in the discipline of commerce/business administration, finance or risk management, or equivalent and a minimum of 10 years management experience in complex organizations with progressively increasing levels of responsibility, including supervision of professional staff/teams in a construction setting
- A recognized project management credential is mandatory (PMP Certification from the Project Management Institute or other recognized project management certification eg. PRINCE2, PMAC), with a minimum of 10 years direct experience in project management
- Ability to think critically, make difficult decisions and be accountable for outcomes
- Demonstrated experience in business and financial planning, budget management and stakeholder relations management
- Experience with business process improvement work – identifying gaps, options for change,
- Advanced communications skills and the ability to convey complex concepts in clear and concise language
- Excellent administration skills, with ability to create and implement effective processes, trouble-shoot emerging issues, and where appropriate cross-train with others
- Superior interpersonal and communication skills and strong track record of effective coordination and collaboration with other business units/departments and stakeholders
- Ability to be a “coach”, inspire support and manage conflict that may arise amongst line and matrixed team members in service to the overall portfolio goals
- Advanced writing skills with a strong appreciation for the value of effective communications and associated best practices
- Well-developed work ethic and attention to detail
- Demonstrates an ability to identify and take initiative when appropriate, and when to escalate questions or emerging issues
- Ability to assess the viability of enterprise initiatives and proposed projects, and use sound judgement when dealing with budget and contract management matters
- Uses tact and discretion in the work place, and understands its importance in relation to the broad responsibilities of the both the operations and resilience and the broader VPFO portfolio
- Extensive experience managing ambiguity, working in a fast-paced, frequently changing work environment
- Demonstrates a positive, professional and engaging approach to work, and the work place with an unwavering dedication to quality
- Proficiency with Microsoft products/software and other technology applications and aptitude to assess and deploy new and advancing forms of technology in routine workflow
Additional assets will include:
- Sound knowledge of the BC post-secondary system and more specifically, RRU’s mission, vision, business strategy and current program offerings
- Any of the following credentials or experience would be an asset:
- Facility Management Professional (FMP) or Certified Facility Manager (CFM)
- procurement and supply chain management
- sustainability or energy management
- The commitment to and interest in managing a broad array of duties spanning from repetitive, routine tasks to complex matters
- A Microsoft Excel “super user” and/or experience with MS Project
- Experience working on business process reengineering initiatives, and/or LEAN or Six Sigma training
- A recognized portfolio, program or risk management credential would be an asset for this role
Additional Information
This is a regular, full-time position working 37.5 hours per week. This position has been evaluated at ME-C with a salary range of $119,206 (minimum) to $140,242 (midpoint) to $161,278 (maximum) per annum. Employment offers will normally be made between the minimum and midpoint of the range and are determined by knowledge, experience and internal equity.
