The Department of Municipal Relations is seeking a knowledgeable and highly skilled leader to fill the position of Director, Community Planning Services

Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be a Registered Professional Planner (RPP) in good standing
- Must be willing and able to work overtime, as required
- Requires overnight travel several times per year as required
- Must hold a valid class 5 driver’s license with the ability to travel to regional offices throughout the province
Qualifications:
Essential:
- Bachelor’s degree in city planning, urban or rural/regional Planning, geography, or a master’s degree (preferred. An equivalent combination of education and significant experience may also be considered.
- Experience applying principles, methods and practices of land use planning.
- Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change.
- Experience managing staff including performance management, recruitment, retention, coaching and training that enables staff to achieve results and to develop for the future.
- Experience managing budgets and financial resources.
- Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement.
- Strong verbal communication skills, with the ability to manage internal and external stakeholder relationships
- Strong written communication skills
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues.
Desired:
- Experience building relationships with Indigenous people and implementing the principles of reconciliation
Duties:
As a member of the department’s senior management team, the Director is responsible to lead and manage the Community Planning Services Branch and provides advice, recommendations, and support to the Assistant Deputy Minister on matters pertaining to technical and often politically sensitive land use planning matters impacting Manitobans.
The Director leads teams of regional managers and their staff to deliver professional and technical planning services to the public, landowners, municipalities, and planning districts. This including local planning by-laws and zoning, subdivisions, public reserves, road closures, livestock technical reviews, geographic information systems and mapping.
