Primary objective
Provide strategic leadership, direction and coordination to ensure quality contract management and sustainable facility management for NT Secure
Facility at the Darwin Correctional Precinct.
Context statement
This role leads and manages a work unit that coordinates strategic contractual, legal, facilities and maintenance obligations for the DCP
public/private partnership (PPP).
Key duties and responsibilities
1. Provide strategic management of vendor contracts and facilities management including managing the performance of the Project Company
against contractual performance standards contained in the NT Secure Facilities PPP Project Deed are met.
2. Perform the role of Contract Administrator and ensure the contract management responsibilities associated with DCP are managed
appropriately.
3. Provide day to day leadership and management to a small team located at DCP.
4. Oversee the effective and efficient delivery of the annual facilities program for whole of DCP (capital and minor works, maintenance and life
cycle replacements).
5. Develop and oversee a program of efficient contract and procurement management to derive efficiencies for DCP
6. Establish and maintain highly effective and collaborative internal and external stakeholder relationships to ensure end-user design needs and
regulatory / statutory requirements are met.
7. Ensure the development and implementation of appropriate corporate governance systems and controls in area of responsibility.
Selection criteria
Essential
1. Demonstrated experience managing complex projects and contracts, preferably related to facilities and infrastructure management in large
operational facilities.
2. Proven ability and experience with research and analysis, interpretation of policies, legislation, contract and tender documentation.
3. Extensive knowledge of contract and risk management regarding compliance, quality assurance and performance monitoring and vendor
management.
4. Highly developed strategic thinking with well-developed judgement, conceptual and analytical skills to be able to address complex issues
quickly and decisively.
5. Highly developed interpersonal and communication capability to ensure stakeholder relationships are managed and high-level reports and
correspondence developed.
6. Proven and well-developed leadership and management skills with high levels of personal integrity, motivation and the ability to deal with
sensitive and complex matters with tact and diplomacy.
7. Demonstrated experience managing the development and implementation of governance frameworks and strategies including evaluation
methodologies to inform future planning and management.
Desirable
1. A tertiary qualification relevant to management in the public sector.eg Business or Public Administration.
2. Previous experience working in a correctional or other institutional environment.
