WHAT QUALIFICATIONS DO YOU BRING?
- Completion of a post-secondary degree in Business Administration, Public Administration, Economics, Finance, Accounting or a related discipline, combined with extensive senior experience performing duties related to the key objectives of the position, OR a combination of education, training and experience deemed to be equivalent
- A graduate degree in a related discipline is preferred
- A professional accounting designation is an asset
- Senior level experience gained through progressively more responsible positions in the key functional areas of this position and a strong understanding of the service and financial issues facing the TTC, including service delivery, capital planning and funding, policy development, strategic and service planning, financial and project management, performance measurement and the development of leading practices
- Extensive financial planning and management experience including: applying the principles of multi-year capital planning, budgeting and analysis; evaluation and monitoring; reporting and control in a major public or private sector organization; and in-depth understanding of interdependencies between operating budgets and capital planning, budgeting and project delivery
- In-depth understanding and application of leading practices, policies, processes and controls to integrate financial, project, asset, commercial, contract management and ensure project delivery in accordance with contractual scope, deliverables, timelines, milestones and budgets
- In-depth experience with relevant legislation and standards related to governance, accountability frameworks and principles, financial planning, budgeting, management reporting and controls, employee and labour relations, and occupational health and safety, preferably in a large public sector organization
- Proven ability to apply strategic, analytical and conceptual thinking skills and understand complex service, operating and policy issues, evaluation frameworks, program interrelationships and the potential results and outcomes of policy actions
- Considerable experience in the design, development and implementation of policies and procedures to increase the efficiency and effectiveness of the fiscal program and performance
- Extensive experience and proven ability as a strong leader, including leading, coaching and motivating diverse management teams with the ability to effectively advise on priorities and deadlines, operating as a fully accountable leader
- Extensive experience preparing comprehensive reports and presentations, and analyzing, interpreting, summarizing and presenting information to support strategic, financial and project decision-making
- Superior communication and interpersonal skills with the ability to facilitate, negotiate, resolve conflict, problem solve and interact with all levels of the organization to forge effective relationships
- Experience implementing and leveraging major technology platforms and tools to enable business and process transformation

Responsibilities:
Reporting to the Head, FP&A – Capital, you will be responsible for providing strategic leadership and effective management of teams providing corporate financial planning, budgeting, financial management and control services to senior management and the Board, involving the planning, development, management, analysis and recommendation of the TTC’s multi-year financial plans, annual 10-year Capital Budget and Plan, 15-year Capital Investment Plan and capital and financial performance metrics related to the delivery of state of good repair and major capital programs.
You will develop and oversee the annual capital planning and budgeting process for the TTC from initiation to approval by the TTC Board and City Council. This requires the establishment of the annual budget process that will deliver capital expenditure and funding strategies; the analysis and review process; and recommendations of a 10-year Capital Plan that enables the delivery of TTC capital priorities and a 15-year Capital Investment Plan that provides TTC’s capital needs over a 15-year planning horizon. You will also develop all budget documents and presentations necessary for TTC Board and City Council approval.
You will lead the development of new and update to existing financial planning, budgeting and management policies, guidelines and controls to ensure the prudent fiscal management and stewardship of the TTC’s capital programs and assets. You will lead the monitoring, reporting and analyses of TTC’s financial performance, direct oversight and compliance with related policies and guidelines, and ensure corporate controls exist to fulfil the TTC’s fiscal management and accountability responsibilities and financial stewardship obligations, as well as provide strategic and sound financial analysis and advice to ensure informed decision-making on TTC-wide or program-specific policies, priorities and issues by management, the Board and the City throughout the year.
You will collaborate with the CEO’s Office on inter-governmental capital funding advocacy, ensures related audits and reporting is in compliance with all applicable funding agreements, and oversees the TTC’s capital contract administration and auditing team. In partnership with other senior management, this role will also support the integration of business planning, capital planning & budgeting, and enterprise asset management to enable end-to-end lifecycle management of TTC’s capital asset portfolio and reporting as required.
You will be accountable for planning, directing and overseeing all activities and administration of the section. This role also leads and/or supports numerous transformational programs, including the TTC’s Finance Transformation and SAP Implementation programs, contributes to corporate business training programs and collaborates with Business Partner Support to improve service delivery to Finance’s Business Partners, increase operational and financial performance, minimize risk and ensure leading practices are employed at the TTC.
In addition to the above, you will be responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer and perform other duties as assigned.
