POSITION SUMMARY
The Director of Facilities and Capital Planning, reporting to the Vice President and Chief Financial Officer, will assume responsibility for all aspects of the Physical Facilities (Maintenance and Power Plant), Capital, and Redevelopment functions at Ross Memorial Hospital (RMH). In your role as the Director, you exhibit problem-solving skills, high energy, and the ability to motivate leaders and teams to fulfill both the department’s long-term objectives and daily requirements. You are focus on fostering a culture of teamwork, delivering exceptional customer service, and ensuring the safety of operational facilities.
As the Director, you will actively direct and collaborate with team members to ensure effective teamwork, the successful implementation of strategic initiatives, the achievement of targeted outcomes, and the efficient utilization of resources within the department. You will oversee Plant Operations, Security, Parking, Capital Planning, and Projects.
Responsibilities & Duties:
- Ensure that hospital facilities provide a safe and healthy physical environment for all patients, staff, and visitors; responsible for after-hours facility emergencies.
- Oversee the strategic planning and operations processes for the department; develop and manage the implementation of the Strategic Facilities Action Plan to ensure effective and efficient priority planning and improvement processes; monitor progress towards the achievement of goals at regular intervals; and take action as required.
- Be responsible for optimizing energy use, updating and maintaining the 5-Year Strategic Energy Management Plan, and the 10-Year Architectural and Infrastructure Plans.
- Tasked with reviewing the department’s capital project processes and procedures to find efficiencies in the delivery of projects from planning to implementation. Ensure the process follows industry standards and complies with the MOH Capital Planning Process. Liaise with the MOH on day-to-day issues associated with capital planning.
- Manage construction activities, including the interior renovation and fit-out of programs and the technical coordination of Structural, Mechanical, Electrical, and other related components.
- Create and review proposals for new projects and initiatives, as applicable; collaborate with external consultants to ensure successful implementation of the design of all redevelopment projects.
- Facilitate planning and implementation of capital and maintenance projects to accomplish goals and objectives in support of RMH Strategic Plan.
- Collaborate with executive team members to ensure that standards are consistent and integrated across operational and other hospital programs and services.
- Collaborate with Finance to strategically manage all aspects of the Department operating and capital budgets for both planned and unplanned activities.
- Lead and facilitate the development of the annual operating plan for the department in collaboration with the executive team; develop staff utilization plans to ensure an adequate staffing mix to meet the expected plan and achieve the required service outcomes; ensure adequate levels of capital and financial resources are in place.
- Lead the development of policies and procedures to ensure that the departments function in accordance with federal and provincial regulations and professional standards governing the operation of a hospital.
- Monitor legislative requirements, e.g., Public Hospitals Act, Environmental Assessment Act, Independent Health Facilities Act, and potential impact on organizational priorities and strategic initiatives.

ESSENTIAL QUALIFICATIONS
- A degree in Engineering, Management, or a related field is preferred.
- Minimum of five (5) years of progressive management and leadership experience in Facilities Operations in a unionized healthcare environment.
- Comprehensive knowledge of technical building systems and operations, as well as legislative requirements and standards for healthcare facilities (Ontario Building Code, Canadian Standards Association, etc.).
- General knowledge and experience of codes, standards, and practices relating to infection control and medical waste management.
- Working knowledge of the design and construction of hospitals and MOH capital planning policies and procedures.
- Experience in working with Infection Prevention and Control procedures.
- Experience in setting up and operating an equipment maintenance program.
- A high degree of professionalism along with personal and professional integrity.
- Demonstrated excellent oral and written communication and interpersonal skills.
- Proven ability to analyze and interpret financial data.
- Proven planning, organizing, and effective time management skills.
