We are seeking an operational excellence driven Director, Facilities Planning (Clinical Planning & LEAN) with a specific focus on Clinical Planning and LEAN integration functions. Through implementation of re-designing and restructuring initiatives, this leader will support streamlining services and optimizing quality while ensuring a cost-effective approach. This integral role will provide an opportunity to have a direct impact on services delivered in the Fraser Health region.
The Director will primarily partner with Executive Directors, Chief Operating Officers as well as private sector partners and government agencies.This essential role will be accountable for providing strategic direction and leadership for site capital, master planning and managing financial resources to achieve targets and ensure consistency with the strategic plans of Fraser Health.

The Director, Facilities Planning is accountable for providing leadership and strategic direction across Fraser Health (FH) for site capital and master planning; capital planning support; business case and feasibility study development; strategic planning principles development, and LEAN and workflow assessments. Primary partnerships are with Executive Directors, Chief Operating Officers as well as foundations, private sector partners and government agencies.

Responsibilities:

  • Responsible for the direction and operations of Facilities Planning across FH, with a specific focus on the Clinical Planning and LEAN integration functions operated by Facilities Management.
  • Acts as a member of the senior leadership team and contributes to the effective direction of the department.
  • Provides leadership and oversight in the planning and day-to-day operations of services to drive operational excellence; ensures consistency with the strategic plans of FH; establishes policies, procedures and budgets; assists in formulating annual goals and objectives; ensures consistency with industry standards and accreditation bodies.
  • Implements and monitors short and long range goals in support of strategic plans in alignment with organizational and, where applicable, provincial needs and principles.
  • Implements re-design and restructuring initiatives including adoption of best practices to better integrate and streamline services, optimize quality and ensure cost effectiveness; ensures appropriate quality and safety measures are in place.
  • Develops and implements operating and capital budgets including budget preparation, authorization control and reporting of expenditures, ensuring the efficient utilization of financial resources, within the objectives, plans and budgets established for FH.
  • Manages the financial resources to meet initiatives, goals and targets of the strategic and operating plans; ensures short and long term planning occurs to effectively plan and implement both operating and capital expenditures; provides leadership, direction and supervision to assigned team members.
  • Ensures the recruitment and professional development of employees within the areas of responsibility; responsible for overseeing and, as required, participates in the management of human resource matters.
  • Manages long-term Capital Planning support which includes the development of Business Cases; Feasibility Studies, Clinical Planning, early design, programming, work flow assessment (LEAN), solution development and ongoing project planning processes in consultation with clinical and workflow improvement leaders in each of FH.

Qualifications: Education and Experience
Master’s degree and professional designation in a relevant discipline supplemented by ten (10) years’ recent, related experience in progressively more complex and senior management/leadership roles in a large multi-site organization with responsibilities for the planning and development of capital and strategic plans or an equivalent combination of education, training and experience. Leadership expertise in a clinical health care setting and with implementation of LEAN principles or similar techniques in such a setting is preferred.

  • Proven ability to define/amalgamate diverse organizational requirements, develop financial parameters, resolve issues, identify and mitigate operational project risks, and develop long-range plans.
  • Proven senior facility project management expertise including the ability to manage in areas such as consultant contracts, capital projects, labour relations, contracted services and capital planning.
  • Demonstrated ability to effectively manage strategic planning and design projects.
  • Proven initiative, judgment and decision-making capabilities; demonstrated ability to lead, plan, manage, organize, and problem solve.
  • Superior conflict resolution, negotiation and people skills.
  • Ability to operate related equipment including related software applications.
  • Physical ability to perform the duties of the position.
