The Director, Flight Operations Safety provides strong leadership, making sure that all aviation activities are conducted in compliance with all applicable statutes and that safety is ensured in all endeavors for both rotary and fixed wing aircraft in the Province of Ontario.

Key Accountabilities:

  • Oversee daily and periodic site auditing, ongoing operations monitoring, management of a Safety Management System, management of a safety culture, and investigation into aviation occurrences including the formulation of risk management strategies and procedures.
  • Provides advice and counsel to all departments in the safe operation, audit, and management of Ornge’s aviation resources.
  • Provides leadership in the development of all aviation activities and drives safety assurances for both rotary and fixed wing aircraft.
  • Evaluates the financial impact of decisions and develops strategies to address financial resource issues.

Responsibilities:

  • Collaborate with senior leadership to understand business goals and department strategies.
  • Leads, builds, implements, and drives the department strategies.
  • Lead conversations with leadership to provide education and understanding on strategies.
  • Prepares and present presentations for Board of Directors, Committees and EMT.
  • Evaluates the effectiveness of programs to ensure alignment with business strategies and monitor market trends to make recommendations for changes.
  • Acts in the consultative capacity to all functional areas of Ornge with respect to aviation safety policy and procedures, developing a safety management plan and coordinating activities with the Aviation team while ensuring that regulatory and contractual obligations of all aviation performance criteria are met.
  • Develops and monitors budget for function.
  • Leads and grows the design, development and delivery of solutions that elevate team effectiveness and capabilities, and the evolution of a high-performance culture.
  • Identifies and implements process and technology changes to improve and address challenges in our systems and reduce non-value-added work for their team.
  • Focuses on data integrity and quality to provide greater insights and timely analysis, leading to better data-driven decision making.
  • Reduces bottlenecks and improves/facilitates workflows, processes, and practices.
  • Regularly reviews existing programs, processes, and practices to ensure continuous improvement, innovation, and alignment to fulfil the broader Ornge strategy.
  • Inspires, leads, coaches, and develops a team of top talent creating a culture that fosters engagement, passion, and enthusiasm for the organization’s vision, mission, and values.
  • Oversees a team of managers and/or professionals and manages their performance.
  • Draws on resources within and outside of the Division to facilitate horizontal work.
  • Drives the growth of top talent by ensuring they are identified and have robust development plans to support their professional and career objectives.
  • Uses change management to lead and support the planning and implementation of transformation initiatives and business process reengineering.

Qualifications:

  • Bachelor’s degree in aviation safety management or related field
  • A minimum of 10+ years of experience in aviation with at least 5 years in a management role involving safety management process and accountabilities. (*Manager or Director role in a large (1000+ employee) organization)
  • Experience in a unionized environment, rotor/fixed wing operations safety management and the development and administration of an SMS system in an aviation environment.
  • Experience performing risk assessments (aviation), conducting of aviation incident investigations and associated interviews.
  • Experience as a pilot with some remote or northern experience preferred.
  • Working knowledge of CARs, aviation contract administration and compliance.
  • Superior analytical and problem-solving skills.
  • Excellent verbal and written communication skills including report preparation.
