This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of SIMS Square – 390 Brant Street, Burlington Ontario. Work location is subject to change at the discretion of the City due to operational demands.
Position Overview
We are seeking a highly experienced Director of Information Technology to play a pivotal role in our municipality’s digital transformation. Reporting directly to the Chief Information Officer, this key position is responsible for leading the Information Technology Department. The Director will oversee the administration of the department, including staffing, budgeting, and aligning IT with our strategic objectives. Responsibilities include enterprise-wide IT planning, procurement of computer hardware and software, managing desktop services, application administration, support, development, and testing. The role also involves enabling hybrid working, overseeing GIS, and managing health and safety operations technology such as for Fire Services. This individual will be accountable for developing long-term IT strategies that support the organization in achieving Vision 2040 and will be an integral part of the senior management team.
Responsibilities

This position is responsible to:

  • Develop and implement a comprehensive information technology strategy that supports the organization’s Corporate strategy.
  • Participate as an active member in the development of the organization’s overall business strategy and provide guidance on how technology can support it;
  • Collaborate with other departments to identify opportunities for process improvements and implement technology solutions that support their business objectives;
  • Develop, maintain and implement IT policies and procedures to ensure the security, reliability, and availability of all technology resources with alignment to industry best practices;
  • Ensure that IT policies and procedures (i.e. Acceptable Use Policy) are followed throughout the organization, and provide training and education to employees as needed;
  • Manage the IT budget, including vendor contracts and software licensing agreements and ensuring that all projects are completed within budget and on schedule;
  • Establish and maintain the IT department’s performance metrics and KPIs, such as ticket resolution times and contract service level agreements (SLAs) and report on progress to senior management;
  • Maintaining knowledge on emerging trends and developments in the IT industry and provide thought leadership to the organization;
  • Ensure compliance with all relevant regulations, such as data privacy and security standards;
  • Develop and maintain strong relationships with key stakeholders, including senior management, vendors, and clients;
  • Ensuring compliance with software licensing agreements and tracking software inventory to prevent non-compliance issues;
  • Oversee the implementation and maintenance of all hardware, software and network systems;
  • Oversee the support team to ensure timely and effective resolution of application issues and incidents; (i.e. Service Desk)
  • Develop and maintain disaster recovery and business continuity plans to ensure the continuity of critical IT systems in the event of a disruption; (supports emergency response)
  • Manage vendor relationships and negotiate contracts with hardware and software providers;
  • Collaborate with the HR department to identify and recruit top IT talent to the organization;
  • Manage and mentor the IT department, including staff development, performance management, and team building.

Requirements

You will have:

  • 4-year degree in Computer Science, Information Technology, or a related field. Additional qualifications such as ITIL certification or a Master’s degree would be considered an asset.
  • More than 10 years of experience in Information Technology in roles of increasing complexity.
  • 5 or more years of experience in IT management or leadership roles.
  • 10 or more years of experience in application development, infrastructure, software & solution architecture support.
  • 4 or more years’ managing vendor (hardware, software and consulting vendors – i.e. Microsoft, Cogeco) relationships and working with professional engagements (i.e. to complete projects).
  • Proven experience in developing and implementing IT strategies that align with business objectives.
  • Strong leadership and management skills, including the ability to manage and mentor a team of IT professionals.
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with key stakeholders; (i.e. vendors, council, peer equivalents in other levels of governments).
  • Deep knowledge of current and emerging technologies, including cloud computing, cybersecurity, and data analytics; This knowledge is required for cross-functional support.
  • Strong project management skills, with the ability to manage multiple projects simultaneously.
  • Experience managing budgets and financial resources.
  • Demonstrated ability to think strategically and creatively to solve complex business problems.

This position may require occasional travel between sites and/or City facilities.
