ICF has been supporting the development of European Union (EU) policies, through evaluations, impact assessments and other studies, for the past 25 years.
As a Director you will help our Policy Research and Evaluation Services team of 65+ people to strengthen the methodological and analytical capabilities in this area, working with the team to win, direct, deliver and quality assure assignments that provide insight and advice to our clients. You will also be in a clear analytical leadership role, helping to shape the work we do, manage the team we build and help keep us at the forefront of our profession in the methodologies, approaches and tools that we use.

REQUIRED EXPERIENCE:

  • Degree in social sciences, public policy, or other relevant discipline;
  • Around 15 years’ work experience in research and evaluation of EU policies and programmes;
  • Project management and direction experience, including management of large project teams;
  • Experience in managing communities of practice would be an advantage;
  • Business development experience, including leading or contributing to large proposals;
  • Understanding of financial reporting and metrics;
  • Exceptional qualitative and quantitative research and analytical skills;
  • Excellent writing skills, including editing and proofreading skills;
  • Deep understanding of European policy making process and EU Institutions;
  • Highly developed, interpersonal skills and self-motivation;
  • High level of attention to detail and accuracy; and
  • Experience with Excel essential; experience with NVIVO, SPSS, STATA, etc. an advantage.

Responsibilities:

  • Oversee policy research and evaluation projects as project director or quality director;
  • Assign work packages to project teams and manage their work;
  • Show analytical and methodological leadership in the team by contributing to further develop cutting-edge methods, tools and techniques;
  • Oversee certain client and partner relationships;
  • Lead tenders and reports for the European Commission, governments, and other EU clients;
  • Collaborate closely with other project teams, and external partners and stakeholders; and
  • Contribute to our business strategy and development plans.
