Description:

THIS MIGHT BE THE JOB FOR YOU IF YOU HAVE:

  • Bachelor’s degree required, with a concentration in business administration, finance or related field preferred; equivalent work experience and demonstrated capability considered.
  • 8+ years of professional experience in pricing and proposal functions in a government contracting environment
  • Strong Excel skills including use of formulas and pivot tables
  • Proficient in using standard MS Office Programs
  • Ability to quickly comprehend processes and learn systems / tools
  • Experience pricing Federal government procurement actions
  • Familiarity with FAR, TINA, CAS, DCAA compliance requirements, and GSA Schedules
  • Understanding of different contract types (FFP, CPFF, CPIF, T&M, etc.)
  • Highly motivated with strong organizational, mathematical, analytical and problem-solving skills, and the ability to multi-task.
  • Must demonstrate a collaborative, team orientation and be able to partner with other groups within Ipsos (i.e. Accounting/Finance, IT, Human Resources, Security, Operations Support)
  • Must demonstrate above-average initiative, self-reliance and autonomy, with ability to prioritize and meet critical deadlines.

    In accordance with NY/CO/CA/WA law, the estimated base salary range for this role is $134,000 to $145,000. Your final base salary will be determined based on several non-discriminatory factors which may include but are not limited to location, work experience, skills, knowledge, education and/or certifications.

WHAT MAKES THIS ROLE IMPORTANT AT IPSOS?

Ipsos Public Affairs is seeking a Director, Pricing and Proposals for our Washington, D.C. office. This is an exciting opportunity to continue to build a department in a growing business group. The successful candidate will use their deep domain expertise to develop and maintain policies, procedures, & training pertaining to US Federal, State, Local, & Commercial pricing, proposal and financial practices. The successful candidate must work well in a swiftly changing, growth and success-oriented culture, and be able to work independently, multi-task and prioritize workload, and serve as a leader and subject matter expert across various service lines.

WHAT YOU CAN EXPECT TO BE DOING:

The Director, Pricing and Proposals will be responsible for managing the cost and price proposal process, as well as providing overall project financial support for a vast portfolio of projects for both public and private sector clients, including pricing large-scale, strategic bid opportunities as well as supporting the cost and pricing strategies for existing programs and other capture activities.

The principal responsibilities will include:

  • Lead the overall pricing functions for the U.S. Public Affairs group.
  • Serve as the focal point for all pricing activities including support for existing business and new business development activities.
  • Assume ownership of the cost/price model, cost/price volume and other pricing deliverables for assigned bids.
  • Develop and prepare the cost/price proposal volumes in response to Requests for Proposals (RFPs), Request for Quotes (RFQ), and Rough Order of Magnitudes (ROMs), including the development of complex pricing spreadsheets and the generation of original content for the price/cost narratives.
  • Ensure cost/price volumes comply with the solicitation requirements, Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA) and certified cost or pricing data, as well as Ipsos systems, processes, technical approaches and mission objectives.
  • Review client team estimates for adequacy with Ipsos estimating and pricing practices, as well as consistency with solicitation requirements.
  • Interface with proposal teams, project teams, contracts and finance departments to ensure successful delivery of price volume.
  • Monitor commercial pricing practices to maintain integrity of General Services Administration (GSA) Schedule rates, ensuring compliance with Most Favored Commercial Customer (MFC) pricing.
  • Participate in the development, negotiation, and maintenance of indirect rates in accordance with federal regulations and Cost Accounting Standards (CAS).
  • Work with project, accounting, and finance teams to monitor and analyze financial performance and project profitability.
  • Support project set-up, develop and maintain budgets and forecasts.
  • Review project labor and direct costs to ensure they are collected and reported correctly
  • Review travel expenditures for federal government projects, ensuing travel costs are in accordance with Federal Travel Regulations (FTR).Prepare ad-hoc cost and performance analyses and other special projects, as required
