The Ministry of Social Services is seeking a strategic leader with excellent analytical and management skills for the role of Director, Program Effectiveness in the Income Assistance Program and Service Design branch.
The Income Assistance division partners with clients to provide for their basic needs as they work to become self-sufficient to the best of their abilities. Income Assistance is focused on building strong teams, strong services, and achieving strong outcomes while supporting clients to achieve their goals.
The Program Effectiveness team works closely with other branches in the ministry to provide research and analysis to ensure income assistance programs are effective and efficient and support the ministry’s strategic direction.
The Director provides leadership and support to a team of analysts and consultants responsible for data and trend analysis and research to support policy and program design projects and operations. The unit supports decision-making, policy development, and program delivery through the timely provision of information and analysis of caseloads and client information. In partnership with Corporate Services, the position provides leadership to budget and forecast development, analysis, and reporting. The Director establishes, monitors, and analyzes divisional performance measures and client outcomes; assesses and analyzes potential changes to income assistance programs; and oversees divisional data management and reporting.
To be successful in this position, you will have comprehensive knowledge of quality management and evaluation strategies and processes; a strong aptitude for quantitative analysis and analytics; be a leader who is proficient in developing and maintaining professional relationships with senior managers and staff; be results-oriented, strive for continuous improvement and accountable with the ability to exercise sound judgment in a continuously changing environment; and have excellent communication skills. A knowledge of income assistance or similar programs would be an asset.
Typically, the knowledge and skills required for this role are obtained through a degree in public administration, business administration, social science (such as economics), or a related discipline, or a combination of education with relevant work experience. However, the ministry understands that people can develop skills through a variety of learning environments and situations and is open to considering all candidates who can clearly demonstrate how their learning and experience meets our criteria.
