POSITION SUMMARY:

The Director of Public Safety and Emergency Management provides strategic leadership for all public safety and security initiatives at George Brown College. Reporting to the VP, People and Culture, this role leads the management of the college’s public safety and emergency management operations, and business continuity planning, ensuring a safe working and learning environment. The Director will lead the implementation of the college’s security and emergency policies, ensuring compliance with regulations while aligning with the values and mission of the college.

EDUCATIONAL AND EXPERIENCE REQUIREMENTS:

  • Degree in Business Administration, Law, Criminology & Justice systems, Emergency Management or directly relevant education is required. A Master of Public Safety (MPS) or similar Master’s level degree is preferred.
  • Requires knowledge of the Private Security & Investigative Services Act, Canadian Criminal and Tort law and regulations, Canadian Charter of Rights & Freedoms, FIPPA, AODA, Human Rights, familiarity with rules governing admissibility of evidence, litigation and application of laws and regulations.
  • Professional designation – Security or Emergency Management, such as Physical Security Professional (PSP), Professional Certified Investigator (PCI), Certified Protection Professional (CPP) (or CPO, CMM).
  • Certifications - Emergency Management Ontario (EMO) - IMS 200-300, Associate Business Continuity Professional (ABCP - DRI Canada). Certification in Risk, Violence Threat Assessment and Counter Terrorism Information (preferred).
  • Nine (9) years of progressive experience in security operations, emergency management, risk management, or a related field, including managing departmental functions.
  • Four (4) years of leadership and management experience, specifically overseeing human, fiscal, and operational resources within a large organization, preferably public sector.
  • Experience in budget management, project management, and developing policies and procedures related to public safety and emergency management.
  • Five (5) years of experience in emergency management, including mitigation, preparedness, response, and recovery strategies.
  • Demonstrated experience in conducting complex investigations, including trauma-informed techniques and coordination with law enforcement.
  • Experience working in compliance with federal and provincial legislation, such as the Occupational Health and Safety Act, Private Security & Investigative Services Act, and relevant emergency management laws.

  • Excellent communication, collaboration, and conflict resolution abilities, capable of building relationships with internal and external stakeholders.
  • Proven ability to handle high-stress situations, including conflict resolution, crisis intervention, and decision-making under pressure.
  • Proficient in security technologies and risk management strategies, with a deep understanding of public safety, emergency management, and regulatory compliance is required.
  • Demonstrated commitment to uphold the College’s priorities on diversity and equity, and the principles of social justice in ensuring a safe teaching and learning environment.
  • Requires Clearance certification by Ontario Provincial Police.

Responsibilities:

RESPONSIBLE FOR LEADERSHIP AND DIRECTION OF PUBLIC SAFETY AND EMERGENCY MANAGEMENT (PSEM) OPERATIONS:

  • Lead security operations, including staff management, training, and electronic security systems across all campuses.
  • Ensure compliance with relevant legislation and manage investigations, risk mitigation, and security breaches.
  • Collaborate with internal and external stakeholders to integrate safety measures and continuously improve operations.

RESPONSIBLE FOR THE DEVELOPMENT AND IMPLEMENTATION OF THE GBC SECURITY STRATEGY AND OPERATING PLAN:

  • Develop and implement security policies and procedures aligned with college strategy and emerging risks.
  • Oversee crime prevention initiatives, risk assessments, and long-term security system upgrades.
  • Ensure compliance with privacy, legal, and regulatory requirements, while driving safety awareness programs.

RESPONSIBLE FOR LEADERSHIP AND DIRECTION OF THE COLLEGE’S EMERGENCY MANAGEMENT PROGRAM AND BUSINESS CONTINUITY PLANNING:

  • Develop and manage emergency response and business continuity plans, ensuring preparedness for emergencies.
  • Lead risk assessments, mitigation strategies, and compliance with emergency management legislation,
  • Provide leadership during crises, coordinating with internal teams and external agencies for effective response.
  • Ensure the college meets all statutory requirements, including compliance with the Emergency Management and Civil Protection Act, as well as adherence to national standards like CSA Z1600.
