Bring your expertise to the Market Risk group at BMO. You are at the center of keeping BMO strong and resilient to the help the firm grow by instituting a balanced culture in alignment to regulatory requirements. Utilizing an out of the box mindset, challenging the status quo and striving to be best in class - you will influence and lead regulatory engagements across the risk platform inclusive of our partner groups in Capital Markets, Treasury, Credit, Operational Risk and International partners.
You will lead a team responsible for managing engagements with regulators and internal stakeholders while collaborating with senior stakeholders to collaborate and provide strategic advice. This role is highly visible within the organization and requires a person that can work in a fast-paced environment, demonstrate effective challenge and be positive influencer with a proactive approach to problem solving.
The incumbent will develop and maintain an effective internal control framework that defines the ways and methods governance is implemented, managed, and monitored in the designated business/group portfolio. The governance framework includes designing policies/guidelines, best practices and measures to promote transparency, accuracy and consistency across groups. Applies specialized knowledge of risk management, regulatory compliance and internal controls related to business processes
QUALIFICATIONS:
- 10+ years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
- Experience in risk management, audit, compliance, governance and/or project management is preferred.
- In-depth knowledge of business and regulatory environment.
- In-depth/expert knowledge & experience with risk policy frameworks; quality control/testing frameworks. e.g. SOX 404, COBIT and COSO frameworks.
- Seasoned professional with a combination of education, experience and industry knowledge.
- Good communication, presentational, and stakeholder managements skills; ability to translate between technical subject matters and more-widely digestible concepts depending on the audience.
- Stong analytical, problem solving, and organizational skills
- Influence skills - In-depth / Expert.
- Collaboration & team skills; with a focus on cross-group collaboration
- Able to manage ambiguity.
- Data driven decision making

Responsibilities:
- Provides strategic input into business decisions as a trusted advisor inclusive of regulatory responses
- Provide thought leadership and insights that help to shape the strategic value and contribution of risk management capabilities, providing innovative ideas while balancing regulatory requirements
- Makes recommendations to senior leaders on strategy and new initiatives, based on an in-depth understanding of the business/group.
- Leads the development of the communication strategy focusing on positively influencing or changing behavior/culture.
- Assists with the interpretation of new or changing regulations and assessing impacts to the governance frameworks via self-assessments.
- Manages the review and sign-off process for relevant regulatory reporting.
- Regulatory Coordination - coordinate the exams conducted by internal (Audit) and external counterparts (OSFI, FRB, OCC) as well as continuous monitoring and responses.
- Maintain effective alignment between Risk Management, other 2nd line functions (e.g. Compliance) and the 3rd line Internal Audit function.
- Develops reports on the status of the governance program or framework components to various internal & external stakeholder audiences.
- Managing and guiding regulatory communications covering the regulatory achievements, remediation progression (e.g. Issue Management Framework).
- Promoting a culture of self-identification of issues across the group and establishing a robust framework to identify, report and remediate items.
- Developing and implementing project management and assurance methodology, challenge framework, control mechanisms and templates for independent assurance review
- Identifies emerging issues and trends to inform decision-making; Influences and negotiates to achieve business objectives.
- Network with industry contacts to gain competitive insights and best practices.
- Implements changes in response to shifting trends.
- Broader work or accountabilities may be assigned as needed.
