The Department of Families is seeking qualified candidates for the role of Director, Strategic Initiatives for the Employment, Income and Health Supports bBranch.
The Employment, Income and Health Supports branch is responsible for the development, refinement, and evaluation of policies related to, as well as financial oversight for Manitoba’s major income transfer programs. This includes Employment and Income Assistance, Manitoba Supports for Persons with Disabilities, Rent Assist, the Manitoba Prenatal Benefit, and others.
The Director of Strategic Initiatives will work within the legislative and regulatory frameworks for income transfer programs to provide leadership to a team responsible for the continuous improvement and quality assurance of programs and policies. The Director will develop and manage the branch’s ongoing data collection and analysis strategy, and will build strong relationships with external stakeholders to ensure that policy is responsive to the needs of the community.

  • Ability to travel throughout the province and in Canada as required
  • Ability to work evenings and weekends as required

Qualifications:

Essential:

  • Post-secondary education in a social science related field and several years of related work experience. Other equivalent combinations of education and directly related experience may be considered
  • Experience managing human and financial resources
  • Experience leading projects to design, implement and evaluate complex programs and policies
  • Experience leading staff to perform qualitative and quantitative data analysis
  • Knowledge of income assistance and income supplement programs
  • Strong political acumen and ability to provide clear and informed advice to senior leaders on complex and politically sensitive issues
  • Experience leading quality assurance and/or change management initiatives.
  • Effective interpersonal skills with the ability to build and strengthen relationships with staff, individuals and agencies, service providers, municipal authorities and other government departments, etc
  • Excellent written communication skills including experience writing clear and concise reports to effectively communicate issues to a variety of audiences such as senior leaders, community service providers, agencies, etc
  • Excellent verbal communication skills with the ability to communicate complex issues in a simple and effective manner to a variety of audiences

Duties:
The Director of Strategic Initiatives (the director) is responsible for policy work related to Manitoba’s major income transfer programs. These programs include Employment and Income Assistance (EIA), Manitoba Supports for Persons with Disabilities, Rent Assist, the Manitoba Prenatal Benefit, the Manitoba Child Benefit and 55 PLUS. The director is accountable for all strategic policy work relating to these programs.
