Description:

[What the role is]
You will be responsible for driving the formation of agency partnership collaborations, development and implementation of public and employer outreach strategies, as well as formation and implementation of operations policy, so as to facilitate the employment and career development of the workforce.
[What you will be working on]
Responsibilities

You are expected to fulfil a range of responsibilities, including:

  • Designing, improvising, implementing and reviewing partnership collaborations with agencies across the government, union, community and private sectors. This includes scouting for suitable partners based on specific segments and planned scope, curating partnership arrangements and securing necessary resources, and implementing the formalised partnership agreements with due diligence
  • Identifying priority, underserved workforce segments and curating and implementing pilots to test the feasibility and effectiveness of interventions. The pilots may be led and implemented by WSG divisions, or through collaborations with existing or new partners.
  • Leading the development and continuous review of WSG’s strategy on digital content creation as well as physical and virtual career-related events, supervising the implementation of the strategy to produce quality and demand-based content, events and services, and marketing them to drive customer adoption and take-up rate
  • Planning and supervising the implementation of outreach and leads generation strategy, activities and tasks to achieve performance targets, monitoring click-through and conversion rates and conducting channel analytics to derive customer insights and conduct value-for-money evaluation for expenditure on leads generation
  • Supervising the implementation of funding support schemes that involve job matching and career trials between jobseekers and employers. This includes designing the business processes, mapping out workflows and standard operating procedures, ensuring operational-technological integration for the processes, communicating with and managing relevant stakeholders, monitoring and analysis of relevant data for the conduct of scheme effectiveness review
  • Supervising outsourced business partners in the implementation of various operations and grants-related processes, and collaborating with these business partners for continuous review and improvement of the same processes.
  • Supervising jobseeker and employer-facing appeals/feedback processes, including collaborating across agencies to craft and devise proper responses and potential operational resolution within stated service level agreements.
  • Driving change management and staff capability development to ensure the division delivers consistently high performance and provide value-added support to the other WSG divisions, and that staff are highly engaged, can achieve career growth and access developmental opportunities.

[What we are looking for]
Requirements

The ideal candidate should possess at least 15 years of experience in relevant fields and the following skill sets:

  • Leadership and team management : Capable of leading, developing and motivating a team of officers to constantly ideate, innovate and improvise on existing strategies and approaches, synergising cross-division efforts to achieve productivity and optimal impact, while fostering a productive work environment
  • Critical thinking and problem-solving : Skilled in guiding team to write/prepare clear submissions/presentations and framing appropriate narratives to suit different target audiences to achieve communications objectives, analysing information to make inferences and drawing insights, recommending refinements to policy and SOP, pre-empting potential implementation problems, analysing issues encountered and following through on actions that need to be taken until issues are resolved
  • Personal effectiveness : Able to meet timelines for assigned projects, email replies and preparation of presentations, contribute to high-level discussions on strategies and approaches, build rapport with team members, assign work effectively and ensure timely completion of tasks with quality
  • Relationships building and account management: Proficient in initiating contacts, engaging and communicating with different types of organisations at the senior level, identifying opportunities for new areas of collaborations or new innovations, facilitating partnerships by linking up suitable parties, leading the team to execute appropriate negotiation strategies to formalise agreements aligned to WSG’s interests and objectives, and managing the accounts effectively and professionally to consistently achieve a high level of trust and camaraderie while ensuring WSG discharges its responsibility on prudent governance in the use of public funds by its appointed partners
  • Operations planning and management : Skilled in planning and managing public-facing operations of different nature and target audiences. For example, execution of physical and virtual events, conduct of on-site briefings and engagement exercises at retrenching companies, and showcasing and marketing WSG’s services/products at third-party events
  • Service design and customer management : Proficient in empathising with customer experience, improving service delivery, and supporting the team in managing appeals and feedback from customers with issues
  • Resource acquisition and management : Capable of computing/estimating budgets and resources required for each assigned project with appropriate assumptions and basis, prioritising the use of available budgets and resources and making trade-offs when necessary
  • Audit management and enforcement : Skilled in pre-empting risk areas (e.g. fraudulent claims and process lapses), guiding the team to implement effective mechanisms including tweaking business workflows, processes and documentation checks to mitigate risks, taking and following through appropriate enforcement actions, and ensuring closure of audit observations and findings
