The Real Estate Services Branch within the Department of Public Service Delivery is currently seeking a qualified candidate to fill the position of Disposal and Acquisition Officer.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must have a valid Manitoba Class 5F Driver’s Licence
  • Must be able to travel to various sites within the province by airplane or vehicle with the possibility of overnight stays
  • Must be able to provide and maintain a satisfactory Criminal Record Check

Qualifications:

Essential:

  • Post-secondary diploma or degree in a discipline related to real estate. An equivalent combination of relevant education, training and experience may be considered
  • Experience working with real estate appraisers and/or brokers to complete real estate transactions
  • Strong organizational and time management skills with the ability to effectively manage a high volume of work.
  • Excellent interpersonal skills with the ability to develop and maintain relationships with internal and external stakeholders
  • Effective verbal communication skills
  • Strong written communication skills with experience drafting complex documentation such as financial reports, cabinet submissions, treasury board submissions, order in council documents and briefing notes
  • Ability to work independently, demonstrate initiative, and make informed decisions
  • Experience working with Microsoft Office (Word, Excel, and Outlook) or similar software applications
  • Experience interpreting and applying the following legislation in a professional setting: The Land Acquisition Act, The Expropriation Act, The Real Property Act, The Transportation Infrastructure Act, The Crown Lands Act, The Public Works Act, as well as various other Acts that govern the sale or acquisition of property
  • Knowledge and understanding of various land use and zoning regulations

Desired:

  • Experience negotiating with First Nations
  • Experience with the Manitoba procurement policies and processes

Duties:
Reporting to the Director of the Branch, the Disposal and Acquisition Officer is responsible for completing departmental sales of public lands and/or buildings identified for disposition, and negotiating acquisition agreements on behalf of departments, including land exchange agreements with First Nations. In addition, from time to time the incumbent may be assigned to manage and complete special projects or programs required to acquire an interest in land or compensation programs.
