DESCRIPTION DU POSTE

Relevant directement du Directeur des Services Industriels, le Directeur de District est responsable de la sécurité, de la conformité, du personnel, de tous les traitements dans l’une des installations fixes de GFL, et de la direction des opérations sur le terrain. Le Directeur de District sera responsable de la gestion de l’opération selon les coûts standards et de s’assurer que les écarts de volume et de coût sont maintenus dans les limites ciblées. Le Directeur dirigera également l’installation d’un point de vue humain et veillera à ce que toutes les valeurs de GFL soient intégrées dans les opérations quotidiennes, en particulier autour de la création et du maintien d’un environnement sans danger.

POSITION DESCRIPTION

Reporting directly to the Director, Industrial Services, the District Manager is responsible for safety, compliance, personnel, all processing at one of GFL’s fixed facilities, and leading the field operations. The District Manager will be accountable for managing the operation to standard costs and ensuring volume and cost variances are kept within targeted amounts. The Manager will also lead the facility from a people perspective and ensure all GFL values are incorporated into day-to-day operations, particularly around the creation and maintenance of a zero-harm environment.

KEY ACCOUNTABILITIES

  • Responsible for all aspects of the branch operations, customer service and the delivery of branch results
  • Establish processing targets, review critical KPI’s and manage all costs related to the operation
  • Work with the Operations teams to create, enhance and ensure adherence to facility preventive maintenance programs
  • Evaluate and prioritize incoming work notifications and ensure that all scheduled work is completed in the allocated time
  • Maintain and implement standard operating procedures (SOP’s)
  • Identify and recommend continuous improvements to processes and procedures
  • Report all incidents, safety infractions, non-compliance issues and participate in the investigation and development of corrective actions
  • Monitor and make recommendations regarding improved safety performance
  • Support the site’s Environmental Management System (EMS) and our Occupational Health and Safety (OH&S) Program
  • Ensure all visitors to the site (Contractors, brokers, etc.) are complying with site and corporate safety policies
  • Ensure the compliance of all contractors’ site compliance utilizing Field Level hazard Assessments and Safe Work Permits
  • Manage projects including scheduling, workforce planning/coordination and liaising with customers and other contractors.
  • Supervise the execution of designated projects from start to finish; attend to pre-job planning and scheduling of workforce and equipment; oversee pre-job mobilization and demobilization; liaise with customer representatives before, during and after job while ensuring quality control measures are effectively implemented.
  • Conduct site visits prior to submission of quote/tender; in conjunction with the business development team to prepare and submit quote/tender package.
  • Ensure that employees receive levels of training that are adequate for the jobs they are to perform and that will ensure the preservation of a safe workplace.
  • Prepare and submit monthly production reporting, including the analysis of variances to standard cost
  • Develop and implement continuous improvement initiatives to optimize processes and to create innovative cost savings
  • Improve facility communications by leading daily toolbox talks, weekly production planning and monthly performance review meetings
  • Provide leadership to the facility team by coaching, managing and creating a performance based culture
  • Create and maintain a zero-harm environment by ensuring all environmental, health and safety regulations are adhered to at all times
  • Ensure the facility is compliant and conditions are met for approvals by the Ministry of the Environment
  • Prepare accurate processing forecasts and work closely with Logistics and the Commercial & Technical team to ensure facility volume requirements are met
  • Work closely with the Finance team to plan, execute and evaluate processing volumes and costs incurred, to review standard costs and to create the annual operating budget for the facility
  • Work closely with Human Resources and the Environmental, Health and Safety team to ensure core values are maintained and a performance based culture is reinforced

EXPERIENCE & EDUCATION

  • Experience within Operations in a processing environment, with at least 5 years at a management experience
  • College or University Degree in chemistry, engineering or operations management
  • Strong interpersonal and communication skills are essential for collaboration with cross-functional teams
  • Bilingual (French/English)
  • Ability to develop safe operating procedures
  • Valid Class 5 Driver’s License
  • Proficient in Microsoft Office, Outlook, Excel, Word
  • Proven organization, time management and problem solving skills
  • Demonstrated commitment to Health & Safety
  • Ability to work evenings and/or weekends, if required

  • Budgeting, planning, and financial performance reporting
  • Manufacturing systems and continuous improvement practices considered asset (i.e. Six Sigma, Lean Manufacturing, TQM etc.)
