JOB REQUIREMENTS AND EXPERIENCE

The Human Resource Specialist (Retirement/Benefits) shall have an associates or bachelor’s degree in human resource management and at least three (3) years ofrelated experience in Federal human Resource benefits/retirement programs which includes calculating retirement estimates; in-processing new federal employees (retirement plan determinations, service computation date calculations, etc.,); processing employee in-service changes to benefits enrollments, reviewing personnel/military service records and calculating federal service computation dates for retirement, leave, etc.., and advising employees on the various Federal Benefits programs (FEHB, Thrift Savings Plans, Dental, Life Insurance, Retirement, Long Term Disability, etc., )
To fulfil this role, requires proficiency using federal personnel/payroll systems (e.g., FPPS, FHR Navigator, Electronic Official Personnel Folder (E-OPF)) and other related systems. Candidates must also posses a thorough understanding of Microsoft Office. Customer Relationship Management/Service experience is also required, as the Specialist will interact directly with Federal employees on a daily basis. Decision-making and conflict management abilities are also desired. Must be proficient in using office automation software, e.g., MS Word, electronic mail (Outlook), Excel, and Access; skill in drafting, editing and reviewing documents for correct content, spelling, punctuation, format, grammar, and style; ability to communicate, orally and in writing, effectively with individuals at all levels of responsibility in order to resolve issues that arise; ability to develop effective working relationships with all levels in MARAD and DOT offices to ensure success of the program; skill in coordination of several integrated business processes to ensure timely process of all requests and excellent organization skills.

Responsibilities:

The HR Specialist (Benefits) serves as a designated technical specialist and subject matter expert in providing assistance in the review of employee’s electronic Official Personnel File (eOPF) review. In order to be successful, the contractor must have technical competency in multiple retirement systems disciplines: Civil Service Retirement, Civil Service Offset and Federal Employees Retirement; Disability and Discontinued Service Retirement; Federal Erroneous Retirement Coverage Corrections Act (FERCCA) and leave administration, life insurance, health/dental/vision insurance, long term care insurance, flexible spending accounts, thrift savings plan, spousal and family entitlement as it relates to employee benefits. The contractor should be able to assists in providing guidance, advice, and technical direction to managers, supervisors, and employees. Guidance includes conducting retirement computations and responding to a variety of questions relating to an employee’s personnel records. The contractor must provide assistance in keeping abreast of changes in legislation and Office of Personnel Management (OPM) policies and apply as appropriate.

  • Assists in managing the coordination, notification, and implementation of the employee benefits program and serves as the primary personnel service representative for individual employees in the benefits programs areas. This program is mainly comprised of Federal Employee Health Benefits (FEHB), Thrift Savings Plan (TSP), and the Federal Employee Group Life Insurance (FEGLI), coupled with their ancillary components.
  • Assists in managing the in-processing of new employees who are hired by MARAD in Headquarters and Regional offices. Assists in ensuring that the proper forms for new employees in field locations are completed and submitted by the Administrative Officers in the Regional Offices. Provides advice and assistance to employees and resolves issues involving the new employee forms. Works closely with the payroll provider to resolve problems and discrepancies.
  • Assists in managing MARAD’s Retirement Program, which requires assisting in the planning, evaluation, and oversight of all personnel retirement services in consultation with HR components. Reviews existing and new proposed business practices and recommends changes to the supervisor.
  • Assists in providing individual employee counseling on retirement options, eligibility requirements, responding to complex benefits questions, explaining options to employees regarding military benefits and prior Government service. Provides definitive answers involving complex benefits questions to employees and/or their survivors on the Civil Service Retirement System (CSRS), CSRS Offset, and Federal Employees Retirement System (FERS).
  • Assists in the records management activities. The contractor shall perform assistance in the required records management and retention support services necessary for the update & maintenance of all OST/OST-R employees’ personnel/payroll documents, Official Personnel Folders (OPF), employee performance folders (EPF) and medical personnel folders (MPF) in accordance with OPM guidelines. The following activities are encompassed in records management:
  • Coordinating with HR Staff on the importing of employee personnel files and documents to ensure their eOPF is up-to-date in the eOPF system; eOPF auditing and correction of discrepancies ensuring that imaging, indexing, and importing new documents into an existing eOPF, and storing records is in accordance with OPM guidance in the Guide to Personnel Recordkeeping and OST/OST-R policy.
  • Scanning historical personnel action records (paper) into the electronic HR personnel action processing files and e-OPF.
  • Review electronic Office Personnel File (eOPF) records of employees to verify creditable retirement service
  • Compute service computation dates for retirement and leave, as necessary/required.
  • Request/Transfer personnel records from a variety of sources - military, archives, other federal agencies, etc.
