JOB SUMMARY

The Fleet Safety & Driver Safety Training Branch is responsible for managing the City’s Fleet Safety and Commercial Vehicle Operator’s Registration (CVOR) Management Program, including vehicle risk event prevention and ensuring that drivers of fleet vehicles and mobile equipment are aware of how to, and capable of, operating vehicles safely, properly, and effectively. The Branch is also responsible for maintaining the Ministry of Transportation Ontario (MTO) CVOR certification and ensuring ongoing compliance with all related provincial legislation.
You are responsible for the delivery of professional, effective and high-quality driver safety training to ensure drivers can safely and properly operate any City vehicle or mobile equipment, including commercial vehicles, light-duty vehicles, emergency response vehicles, snow clearing equipment, other vehicles and mobile equipment. You perform driver risk assessments to identify and manage risk and perform duties of a Signing Authority (SA) under the Ministry of Transportation Ontario (MTO) Driver Certification Program (DCP). You are also responsible to ensure continuous improvement of training materials and resources.

EDUCATION AND EXPERIENCE

Completion of Grade 12
Minimum of three (3) years related experience in an adult education or adult training setting.
Minimum of five (5) years safe driving experience operating fleet vehicles (heavy equipment, commercial vehicles, emergency response vehicles, light-duty vehicles) or equivalent safe driving experience, with no preventable vehicle risk events within the past two (2) years.

KNOWLEDGE

  • Principles of adult learning
  • City of Ottawa Fleet Safety and CVOR Management Program
  • Related corporate and departmental policies and procedures, as applicable
  • Vehicle and mobile equipment safe operating procedures, as applicable
  • Ontario Highway Traffic Act (HTA), Commercial Vehicle Operators Registration (CVOR), Ontario Occupational Health and Safety Act, and Canada Labour Code
  • Microsoft Office365 (Outlook, Word, Excel, PowerPoint, SharePoint)

COMPETENCIES, SKILLS AND ABILITIES

  • Able to instruct, facilitate and motivate all levels of staff
  • Operate and demonstrate safe driving techniques related to fleet vehicles
  • Facilitate learning in a classroom, on-site and on-road
  • Proficient with Office365 and use of advanced technology tools and applications
  • Ability to work in various training environments (internal and external year round)

  • Language Requirement: English oral, reading, writing
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction.; Police record checks completed by a third-party company will not be accepted.
  • Driver’s License Requirement: This position requires the successful candidate to use their own transportation.
  • You may initially be paid 95% of your starting rate of pay, in accordance with the collective agreement.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
