Minimum Requirements:

EDUCATION

  • A Bachelor’s or Master’s degree in a relevant field, such as Clinical Laboratory Science, Chemistry, Biology, or a related discipline.

PROFESSIONAL EXPERIENCE

  • Minimum of 5 years of experience in a clinical or forensic toxicology lab, with at least two years in a supervisory or management role.
  • Familiarity with drug testing methodologies.

Responsibilities:

PURPOSE

To establish open competitive and promotional eligible lists for use in making merit system appointments in the Allegheny County Health Department. The list will contain the names of successful candidates ranked in the order of final earned ratings. The list will be in effect for one (1) year unless previously exhausted or superseded.
In the ranking, open competitive applicants qualifying for Veteran’s Preference receive an additional ten points on the final earned rating. Form DD-214 must be attached to the application form for consideration for Veteran’s Preference. Determination of Veteran’s Preference is made in accordance with State Civil Service Policy.
If you are claiming veteran’s preference, then proof of eligibility; DD-214 Form or other comparable military document must be submitted for initial claim. The document must show dates of entry and separation and character of service.
Credit for a degree or college coursework can only be accepted from an official transcript submitted directly from the college or university to Allegheny County Health Department.

Duties:

  • Oversee day-to-day operations of the drug screening laboratory.
  • Ensure that all laboratory procedures, from sample collection to reporting, comply with relevant laws and regulations
  • Maintain detailed records and documentation for audits, regulatory compliance, and internal reviews.
  • Oversee the ordering of testing supplies from vendors.
  • Supervise and lead laboratory staff, including hiring, training, performance evaluations, and professional development
  • Ensure efficient workflow by scheduling staff to meet workload demands in both drug screening laboratories
  • Ensure adherence to safety protocols and standard operating procedures (SOPs).
  • Implement and maintain quality control measures, ensuring the accuracy and integrity of all drug testing results.
  • Oversight of the screening offices’ Quality Assurance program.
  • Develop and manage the laboratory budget, overseeing supplies, staffing, and equipment expenditures.
  • Respond to court-ordered subpoenas when necessary.
  • Implement and maintain quality control measures, ensuring the accuracy and integrity of all drug testing results.
  • Resolving non-conformities and ensuring corrective actions are implemented.
  • Regularly review and update SOPs, ensuring continuous improvement of lab processes.
  • Serve as clients’ primary point of contact regarding test results, service inquiries, and issue resolution.
  • Manage relationships with vendors for supplies, reagents, and equipment, negotiating contracts and ensuring cost-efficiency.
  • Develop and manage the laboratory budget, overseeing supplies, staffing, and equipment expenditures.
  • Identify cost-saving measures and resource optimization strategies without compromising quality.
  • Ensuring that the Program is enrolled in a proficiency testing program.
  • Ensure State of PA Clinical Laboratory Permits are current
  • Maintain Corrective Action and Proficiency Testing Problem Reports.
  • Engagement with Court Officials (including Judges and Administrators) when necessary
