DSHS ALTSA HCBS PAYMENT INTEGRITY UNIT MANAGER
A unique opportunity for the right person! You’ll provide management and supervision of a unit that is responsible for specialty contract monitoring and state level oversight of payments made to HCBS providers.
The Department of Social and Health Services (DSHS), Aging and Long-Term Support Administration (ALTSA), Home and Community Services Division is looking for a new Home and Community-Based Services (HCBS) Payment Integrity Unit Manager. You’ll be responsible for developing and implementing policies to comply with Title 19 requirements, ensuring proper payments are made to HCBS providers, and developing, implementing, and managing ongoing program integrity operations for HCBS.
You’ll also ensure HCBS providers across the state are following applicable laws, rules, policies, and contractual terms through contract monitoring, issuing overpayments or taking contract actions in response to non-compliance, and defending these enforcement measures when appealed.
KNOWLEDGE
A Bachelor’s degree in social work, a health or social science, public administration, or a related field and at least five years of professional experience working in Social Services financial recovery or a related field.
OR
A Master’s degree or higher in social work, a health or social science, public administration, or a related field, and three years of professional experience working in Social Services financial recovery or a related field.
OR
Equivalent relevant professional experience/education.

- Experience, knowledge and skills in all aspects of staff supervision.
- Knowledge and skills in advanced management principles including policy writing, legislative analysis, contract negotiation, and budget development.
Responsibilities:
SOME OF WHAT YOU’LL DO
- Manage Contract Monitoring staff and Administrative Hearing Coordinators.
- Design, implement, and oversee statewide policy and procedures for monitoring HCBS contracted providers for compliance with contractual requirements.
- Design, implement, and oversee statewide policy and procedures to ensure that HCBS providers receive legally sufficient notice for vendor overpayments.
- Design, establish and oversee statewide policy and procedures for resolving and/or defending the Department in fair hearings for HCBS vendor overpayments.
- Serve as a subject matter expert on DSHS Financial Recovery policy including client overpayments, Estate Recovery, and TEFRA.
