POSITION SUMMARY
Reporting to the Associate Director, Learning & Development working as a member of the Learning & Development team, the incumbent will work with subject matter experts in the College to design and develop e-Learning content for the Centennial Talent Academy and organizational learning objectives. The e-Learning Specialist’s purpose is to work with Subject Matter Experts (SME) for the instructional design, development and delivery of learning solutions with an additional expertise in online self-paced learning, and virtual training.
QUALIFICATIONS/EXPERIENCE
- Four (4) year degree in Human Resources, Adult Education or Learning Technology or equivalent combination of education and related practical experience in training/instructional design/e-learning or related field. Certificate in Instructional Design, or e-learning is an asset
- Minimum of three (3) years’ experience in training and development, e-learning and instructional design with experience in designing, developing and evaluating e-learning curriculum, learning activities, resources, strategies, plans and processes using various learning delivery models including online, hybrid and classroom formats
- Demonstrated experience with techniques and methodologies of training needs assessment, program design, delivery and evaluation, and demonstrated application of adult learning and e-learning principles
- Demonstrated experience and intermediate to advanced proficiency with learning management systems, virtual classrooms, multimedia applications
- Ability to produce digital content and resources for courses/sessions/programs that are fully accessible in accordance with AODA web accessibility requirements and Web Content Accessibility Guidelines (WCAG) 2.0
- Intermediate to advanced proficiency in software to support eLearning such as Articulate Storyline and/or Adobe Captivate, HTML, Photoshop and Microsoft Word, Excel and PowerPoint
- Experience using Office 365 applications
- Highly developed communication, strategic/critical thinking and project management skills
- Proven planning and organizational skills, effective interpersonal skills for creating positive relationships
- Strong understanding and commitment to the principles of equity, diversity and inclusion

Responsibilities:
- Work with the L&D team to conduct needs analysis for learning and development projects by meeting with the relevant Subject Matter Expert (SME) or requesters to determine program objectives, key characteristics of learners, expected learning activities, ideal delivery modality and content to be designed
- Identify and select appropriate instructional and media strategies (e.g. online interactive self-paced materials, synchronous and/or asynchronous activities) to fit the learning outcomes
- Review and create templates for learning content to develop support mechanisms, and methodologies for learning and training
- Determine appropriate formats for e-Learning (web-enhanced, blended, online) and models
- Collaborate with the HRIS Technology Team and Information Technology Services (ITS) to ensure that identified software/hardware applications are supported by the College
- Create mechanisms for establishing assessment, learner feedback and learner reflection in the learning and training content
- Create testing plans and undertake functional and user interface testing for new e-Learning and training content.
- Work closely with the team in L&D to provide guidance and knowledge of Centennial Talent Academy training solutions
- Providing design advice and servicesand technical support for the employee learning management system and troubleshoot issues as they arise for online learning and deployment across the College
- Manage the process of assigned projects – creating online content using instructional strategies and or creating guides, directives, instructions, specifications, etc. for end users.
- Provide advice and counsel to the Associate Director, Learning & Development and Director, Strategic Talent Management on strategic, tactical and operational issues associated with the use of technology in service of learning for the Centennial Talent Academy
- Provide recommendations for interface design, sequencing of instruction, use of assessments and create online interactive activities to secure learner engagement and comprehension
- Support storyboard development; integrate instructional methods and media elements; describe all components of the final interactive products, including images, text, interactions, and assessments in collaboration with the appropriate SME
- Ensure all course content and learning activities are accessible and in compliance with AODA and is SCORM compliant, including video captioning
- Ensure all course content comply with the College’s Fair Dealing Policy, Copyright and other relevant policies as they emerge
- Create end user documentation (guides, directives, instructions, specifications, etc.) and communication to support the deployment of online learning and training
- Provide training for the trainer or SME on how to use online learning tool developed. Assist in group training sessions when requested.
- Active investigation of developments in learning technologies, Instructional Design methodologies and talent development practices by researching journals, internet publications, participating in workshops and conferences, and through consultation with external representatives, suppliers etc.
- Support the LMS by designing, maintaining, and updating the system, including, but not limited to, designing pages and user interface, organizing users and files, supporting ILTs, updating content and troubleshooting user tickets.
