EDUCATION:

The requirements of the job are typically acquired through a post-secondary diploma in a discipline related to Civil, Mechanical or Electrical Engineering, or Computer Science.

EXPERIENCE:

Up to three (3) years of hands-on experience in an industrial/utility or transportation environment with diverse and specialized infrastructure assets and systems; including experience coordinating and conducting the identification, cataloguing, geo-locating and maintenance of assets and configurations within a regulated environment; including the time on the job to become familiar with the company’s asset management procedures, standards, and safety requirement. Valid Class 5 BC Driver’s License required.

Responsibilities:

GENERAL ACCOUNTABILITY:

Represents the Asset Management Team in facilitating technical support and expertise in Enterprise Asset Management (EAM) applications and data analysis as it applies to Infrastructure Maintenance assets.
Work with departments to identify requirements, gather information, propose, and implement new procedures, applications, enhancements, system configuration changes, and liaise with BTS to ensure standards and procedures comply within company policy.
Coordinates with external support teams to ensure Asset Management and EAM organizational systems are functioning in accordance with business needs and requirements.
Provides guidance, expertise, and recommendations to various asset management stakeholders in CMBC and TransLink on various reporting systems, analytical tools, processes, and requirements to ensure information availability, quality, integrity, and reliability is maintained.
Conducts complex analysis, forecasting, reporting and documentation to improve effectiveness and to support continuous improvement of the Enterprise Asset Management systems for the division.
Provides training to various stakeholders on EAM reporting systems, analytical tools, processes, and requirements.
Participating in the conceptual workshops and providing technical insights for upgrading and advancement of Enterprise Asset Management Systems directly affecting the betterment of future versions.

ILLUSTRATIVE EXAMPLES OF ACCOUNTABILITY:

Provides technical and business guidance to business representatives and subject matter experts regarding the development and implementation of asset management process refinements, including repair versus replace decision models and related requirements for organization’s Infrastructure records and master data updates and corrections (EAM).
Identifies, locates, documents, records, and verifies all CMBC received asset data. Consult on data received from capital projects to confirm the compliance of the CMBC asset attributes and the asset naming convention according to defined asset data acquisition plans, processes, and safety standards.
Evaluating and understanding asset data requirement, conditions, and identification, including data sources, specifications, and safety standards.
Using data acquisition templates and data collection equipment such as handheld mobile devices to collect asset data.
Implementing submittal and transmittal process for asset management drawings and records to ensure all new documents and current versions of records from a closed out and completed projects are received and updated in both EAM and GIS (Geographic Information System) systems.
Documenting asset data into Asset Management tools and software.
Conducting site visits and stakeholder meetings.
Compiling and reviewing records and CAD drawings from various sources.
Ensuring asset data and drawings accurately reflect asset configuration and/or site condition.
Ensuring configuration management is being practiced; and
Supporting in updating and maintaining CAD drawings, maps, reports, and other Asset Management outputs as required.
Maintains asset data and maintenance data, and ensures data accuracy and integrity by:
Reviewing all asset data and CAD drawings received and collected from various resources to ensure data currency and integrity by implementing document control best practices.
Maintaining and updating asset and maintenance data in both Infrastructure EAM and GIS databases by checking information accuracy, currency/version control, and integrity of asset data and CAD drawings are properly reflected.
Conducting site visits and working closely with stakeholders and team members to verify the data currency and accuracy.
Ensuring conformance to Asset Management standards and system design.
Providing support in maintenance of infrastructure asset data including procedures and manuals, work instructions, checklists, failure codes, star charts, etc., by ensuring regular updates to reflect changes and improvements.
Maintaining infrastructure asset data including individual records and attributes, hierarchies, categories, sub-components, condition, bill of materials, etc.; and
Maintaining defined safety information such as hazards, or personal protective equipment required for specific maintenance activities.
Maintaining and analyzing infrastructure asset maintenance drawings and records to develop, revise and maintain Capital Improvement and Maintenance Programs.
Attending to and collaborating with the GIS and EAM Technical group on regular or project meetings to ensure information on jurisdictional and responsibility maps are correctly reflected.
Supports the Asset Management department to develop asset acquisition plans and templates, priorities, and processes by:
Creating asset data acquisition status reports.
Liaising with other departments and external suppliers to determine requirements needed to create, test, and implement operational and statistical reports using various tools and enterprise asset management systems.
Providing expertise in the development, review and improvement of various standards related to infrastructure system assets.
Providing guidance and advice to CMBC enterprise asset management system users to ensure information availability, quality, integrity, and reliability is maintained.
Developing, reviewing, and updating asset management system processes, procedures, documentation, guidelines, and manuals, ensuring accuracy, current, and easily accessible to the Asset management team, to increase retention of processes within Maintenance division.
Providing feedback based on experience gained while utilizing the templates and following the processes.
Providing regular status reports, feedback, and recommendations to the Assistant Manager.
Delivering comprehensive training to student co-ops or other members of the Asset Management team as needed, coupled with regular opportunities for job shadowing.
Develops, creates and reviews reports and maintenance history to analyze the effectiveness of maintenance programs; validates risk to asset reliability, provides recommendations for improvements and updates master data as required.
Assisting asset management in developing annual and long-term capital improvement, asset renewal, operation, and maintenance plans and budgets.
Monitoring and interpreting asset management program results to identify and initiate improvements.
Interpreting asset history, data, and records to perform reliability analysis to determine effectiveness of capital, operations, and maintenance programs; recommends capital improvements or changes to programs to maintain asset reliability.
Reviewing facility history and data records to perform reliability analysis and recommends capital improvements or maintenance based on risk assessment; ensures master data is updated.
Documenting all analysis, findings, and recommendations for improvement.
Coordinating the development and maintenance of various operating processes and procedures specific to capital improvement and maintenance procedures.
Initiating, developing, validating, distributing, and interpreting standard and ad hoc performance reports to enable program improvements and providing information to support management activities.
Reviews and identifies gaps or inconsistencies in asset data and workflows by:
Making recommendations to resolve inconsistencies.
Collaborating to implement improvements; and
Working with the system support team to solve data integrity issues according to Asset Management data governance and standards.
Uses Asset Management tools, software, and data to create reports, analysis and support maintenance planning and asset management by:
Providing asset data and related information upon request according to defined policies and processes.
Supporting the Infrastructure Maintenance Planner by providing asset data to create annual maintenance plans and schedules.
Creating or supporting dashboards, reports and various other outputs as required; and
Conducting or supporting Asset Management data analysis as required.
Coordinates with external support teams to ensure organizational systems are functioning in accordance with CMBC business needs by:
Keeping up to date on the application technical infrastructure and coordinating with TransLink support team ensuring requests submitted to them are in line with business processes and needs.
Identifying and assessing the impact of the changes requested by business users to ensure it meets organizational need/requirement and provides recommendation for improvement/adjustments.
Liaising with BTS units in assessing recommendations and their impact on enterprise asset management systems including configuring, testing, improving, troubleshooting new or updated system applications.
Understanding the application technical infrastructure including the BTS enterprise architecture plans and future directions by participating in conceptual workshops.
Coordinating with external service provider in troubleshooting maintenance required systems to ensure functionality is up to organizational standards.
Advancing knowledge and skills to become subject matter experts of the relevant supported applications.
Performs related duties as assigned, such as items of a minor nature that do not affect the value of the job.
