JOB SUMMARY

Global Issues is a diverse, important, and challenging area of international policy in the Security Policy & Operations organisation (Sec Pol Ops). It leads on providing advice on a range of issues, including arms control, counter - proliferation, ballistic missile defence, unmanned systems and MOD’s response to chemical, biological, radiological, and nuclear threats.
Global Issues also manages the MOD’s role in the export licensing and the F680 processes through its team in the Export Control Joint Unit (ECJU). The Defence Team (ECJU MOD) works closely with colleagues from the Foreign, Commonwealth and Development Office and the Department for International Trade and is based in Old Admiralty Building, London SW1A 2BL.
The ECJU MOD Team is responsible for protecting the export of defence material, technology, and information by UK Industry to overseas customers including foreign governments with the strategic aim of protecting UK national security and that of its allies; this is achieved through the F680 and Export Licensing processes. There is considerable interest in Export Licensing both from Parliament and Non-Government Organisations. We are an outward facing team which actively engages with wider Government and Industry to balance the UK Government’s expectations with regards to the prosperity agenda, with its priority objective of maintaining national security. To achieve this balance, we aim to be flexible and responsive and respond to change in a positive manner.
SPO is responsible for coordinating Defence’s response to crisis events, both at home and overseas. There may be occasional opportunities to support crisis response.

What will the successful candidate be doing?

  • Undertaking and supervising the processing of MOD Form 680 and export license applications for military and dual use goods in accordance with Government Policy, including seeking wider views from stakeholders in MOD and UK DSE on possible F680 refusal recommendations.
  • Assessing, scrutinising and processing recommendations from technical and policy experts in MOD on export licensing cases.
  • Managing and responding to applications for Crown Exemption and Open General Export Licences from Industry.
  • Contribute to the achievement of licence and F680 targets, identifying ways to improve performance with others.
  • Develop and maintain effective working relationships with internal and external stakeholders in order to foster collaborative working.
  • Provide F680 and export licence advice and guidance to HMG colleagues as well as Industry partners.

This position is advertised at 37 hours per week.
