EDUCATION AND CERTIFICATION

  • Bachelor’s Degree in Data Analytics, Information Science/Systems, Statistics, Public Policy, GIS, or related field
  • Master’s degree or Project Management Professional Certification preferred

PREFERRED EXPERIENCE

  • 0-2 years’ work in a similar position

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the offshore wind industry or renewable energy markets
  • Proficient in Microsoft Office Suite, Microsoft Excel, Microsoft Power BI, and GIS analytical tools
  • Familiarity with statistical software packages (e.g., R, STATA, SPSS)
  • Proficient in data analysis techniques with an understanding of basic statistical concepts
  • Strong communication and written skills
  • Capacity to collaborate across the county with many different groups
  • Strong interpersonal skills
  • Ability to explain complex, technical subject matter to a non-technical audience
  • Basic understanding of database structure is preferred
  • Investigative ability, intellectual curiosity, and strong reasoning and problem-solving skills
  • Ability to learn current business practices, its key metrics and how to link business for advancement of internal process and between units and talents
  • A self-starter with flexibility to both work independently and as part of a team

Responsibilities:

MAIN PURPOSE

The Data Analyst will manage reporting, program evaluation, and data collection for all grant funded training providers in the Central Maryland region connected to the Maryland Works for Wind (MWW) project funded by the American Rescue Plan Good Jobs Challenge (GJC) grant through the US Economic Development Administration (EDA).
This individual will also work in the capacity of data analyst for the Department of Economic and Workforce Development (DEWD) more broadly, handling projects from the Division of Economic and Data Analysis as appropriate.

JOB PURPOSE

Under the supervision of the Manager of Data Analytics in the Department of Economic and Workforce Development (DEWD), the Data Analyst is responsible for managing program evaluation of the MWW project.
The analyst will collect, analyze, and report data on Central Maryland subrecipients on behalf of the Maryland Department Labor, and submit reports to the department on a quarterly basis.
This individual may also be responsible for economic modeling, site analysis, and preparing data reports and dashboards for the Division of Economic and Data Analysis as time permits.

ESSENTIAL JOB DUTIES

Duties listed below are essential to program execution. Other duties will be assigned as needed.

  • Collect, clean, analyze, and report data for all MWW grant funded training providers in the Central Maryland region on behalf of the Maryland Department of Labor
  • Submit reports to the Maryland Department of Labor on a quarterly basis
  • Evaluate the effectiveness of all Central Maryland activities undertaken in support of MWW
  • Collaborate with DEWD members, program funded staff across jurisdictions and other analysts in Baltimore County Government
  • Track and measure various project sections related to program evaluation
  • Create data inventory and methods for aggregating various datasets
  • Utilize GIS tools to perform geo-spatial analysis
  • Use Microsoft Excel, Power BI and other analytical software to identify trends in data
  • Creates visualizations for open data portals and presentations
