Job Description

REQUIREMENTS

The role is ideally suited for an economist with 2-5 years of work experience in public policy or consultancy ideally with a background in the energy / low carbon sector.
Gemserv is a busy consultancy, and members of the team will be expected to work flexibly on a range of projects meaning that flexibility and adaptability will be core skills for any successful candidate. You should also be comfortable operating as a part of a multidisciplinary team, operating as a team player working co-operatively with colleagues and clients.
You should be comfortable leading projects with a team of economists and policy analysts to deliver outputs on time, with drive and enthusiasm. The role will require the completion of varied assignments working with industry and government to shape low carbon energy policy and analyse the costs and benefits of the net zero transition.
You should be interested in and passionate about the low-carbon/net-zero transition. An understanding of local and national politics and policy will be advantageous for this role, given Gemserv’s role in recommending and advocating for policy change in net-zero sectors.

Candidates will be considered if they meet the majority of below skills:

  • Project management: experience developing and/or implementing project plans and business proposals.
  • Analytical skills: high degree of numeracy, confidence with data manipulation, and the ability to think logically and creatively about complex problems.
  • Communication and relationship-building skills: clear and concise communication, including verbal, numerical, and written methods. Can explain complex topics simply and build relationships with employees at all levels.
  • Organisation and flexibility: strong time management skills, and ability to handle competing priorities/deadlines, and independently manage project delivery to client expectations.
  • Academic background: degree at graduate or postgraduate level preferably in Economics, Finance, Data Analytics, and other social sciences. Other numerate degrees will also be considered.
  • An interest in energy and low carbon policy is required. Experience working in the energy or utilities, environmental sector, or with public policy would be advantageous.

THE ROLE

Can you communicate analysis to those at C-suite level? If so, we’re looking for a Consultant Economist to manage the delivery of purposeful analysis across client accounts and projects.
From day one you will be placed at the heart of the energy transition, working across hydrogen, heat pumps, biofuels, energy efficiency, and a range of other low-carbon technologies, developing your profile as a low-carbon expert with a holistic understanding of technological and policy opportunities, challenges, and limitations.
We will give you the opportunity to communicate with key industry decision makers (including MPs, CEOs, managing directors and boards) and corporate leaders seeking to decarbonise their organisation. Previous analysis has been used across industry, used by MPs in debates, and has featured widely across leading news outlets, and has shaped new policies which have driven efficiencies and low-carbon technology uptake.
Currently, the energy industry is taking a leap into a low-carbon future, which brings unprecedented challenge and opportunity, and has kickstarted discussions regarding the optimum pathway to a net zero future. Your work will inform and influence these strategies and the debate alongside our clients and wider industry.

RESPONSIBILITIES

Evidence backed by sound economic analysis lies at the heart of the Low Carbon team’s success in shaping the sustainability debate. The successful applicant will be an ambitious, detail-oriented self-starter with strong analytical skills and an interest in the low-carbon economy. A high degree of numeracy, confidence with data manipulation, and the ability to think logically and creatively about complex problems is essential. The role additionally requires the ability to communicate analytical findings to business leaders and government officials, in written reports and through presentations.
The position entails a combination of management and analytical responsibilities

Analysis

  • Using data and analysis to influence current and future net zero policy.
  • Scenario modelling – exploring the future outlook of industry and policy, to inform client investment decisions and resource allocation.
  • Creating, maintaining, and using datasets to provide insights regarding low-carbon technologies and policies.
  • Communicating analysis methods and outcomes clearly and concisely to senior industry figures and stakeholders with little background in numerical analysis.
  • Modelling skills: capability across the MS Office suite, particularly MS Excel to carry out an economic analysis. Ability to learn new programming languages, software environments, and services, such as Python, R, and Power BI.
  • Advantageous if the candidate possesses Python or other data analysis skills – but this is not required.

Project management

  • Managing small/medium-sized research projects and analyst teams.
  • Leading the design, development, and delivery of analysis in collaboration with clients and the project team
  • Building productive relationships with our clients, stakeholders, and the delivery team.
  • Developing a strong evidence base and objective and logical arguments which shape and inform executive decision-making in government and corporate decarbonisation plans.
  • Confidence and enthusiasm to present to colleagues and other stakeholders
