Description:
OVERVIEW
The Agency of Education’s Data Management & Analysis Division (DMAD) is seeking an analyst with a strong background in data quality and reporting. Serving in the Division’s Federal Reporting Group (FRG), this Education Data Analyst II role will serve as the EDFacts coordinator, responsible for a critical component of the agency’s federal reporting obligations. This position collaborates across the agency to ensure high-quality, timely data are available to support decision-making at the federal and state levels.
This position requires fluency in data management and analysis tools and statistical packages (particularly Excel, SPSS, Python, and SQL). Communication and time management are essential skills. Knowledge of data visualization packages (eg Power BI) is beneficial. The work this role performs takes place in a collaborative team environment where the primary goal is to ensure timely, accurate data stewardship, analysis, and reporting.
Duties include, but are not limited to:
- Coordinate with data stewards agencywide to meet federal reporting deadlines.
- Utilizing excellent communication and time management skills, incumbent will gather, analyze, and report on education data in advance of due dates.
- Collaborate across teams and organizations to ensure high quality data.
- Working closely with education program experts and data stewards in the agency as well as in Vermont Supervisory Unions and school districts, incumbent will identify and rectify data anomalies in several subject areas.
- Generate reports that satisfy federal data collection requirements.
- Interpreting file specifications and business rules, incumbent will ensure reports meet standards of the current data collection. Incumbent will communicate with representatives of the US Department of Education to resolve reporting issues.
Examples of Work:
- As a data steward, facilitate the collection, quality assurance, management, and use of education-related data.
- Develop data quality checks and review them with stakeholders.
- Stay up to date on current State and Federal reporting requirements. Steward data elements needed for required reporting purposes.
- Coordinate acquisition of data from across the agency.
- Produce accurate and timely data reporting that conforms to federal specifications.
- Participate in the documentation and promotion of data governance policies and procedures.
- Participate in projects supporting the division’s data infrastructure.
- Document and maintain standard operating procedures in shared environment.
MINIMUM QUALIFICATIONS
Bachelor’s degree or higher in social science, mathematics, statistics, data science, or related field AND one (1) year or more at a professional level in quantitative research, statistics, data analysis, data science, or program evaluation.
OR
Three (3) years or more of at a professional level in quantitative research, statistics, data analysis, data science, or program evaluation.

Skills in identifying and communicating business and information needs.
Ability to perform data quality review and work collaboratively to mitigate errors.

Ability to evaluate changes and updates to source systems.
