  • Knowledge of how to effectively prepare for, respond to, and recover from, internal and external emergencies for a local authority
  • Thorough understanding of the legislation, associated guidance and industry standards relevant to emergency planning or business continuity in a local authority context
  • Relevant experience working in emergency planning
  • Good interpersonal skills in order to build sound working relationships with key stakeholders and partners
  • Strong verbal and written communication skills including the ability to write reports and analyse data
  • Effective analytical, research and problem-solving skills
  • Ability to work under pressure, adapt and think creatively

WHAT’S INVOLVED WITH THIS ROLE:

As an Emergency Planning Manager, you are responsible for the Council’s preparedness,response and recovery arrangements under the Civil Contingencies Act. Act as the Council’s resilience subject matter expert. The role includes responsibility for the event safety process, and business continuity.

KEY RESPONSIBILITIES:

  • Responsible for ensuring the Council is compliant with its statutory duties detailed in the Civil Contingencies Act 2004.
  • Retain a thorough understanding of the capability and capacity expectations placed on London local government, detailed within the Resilience Standards for London, and ensure compliance with the standards across the Council.
  • Take a continuous improvement approach and identify opportunities for efficiencies, improvements and savings throughout the year.
  • Be responsible for the development and delivery of the Council’s Emergency Planning and Business Continuity policy and strategy.
  • Keep abreast of changing risks within the Borough and London, with responsibility for maintaining the Borough Risk Register, in liaison with Borough Resilience Forum partners, to inform local planning.
  • Lead on the development, maintenance and exercising of the Council’s generic and risk specific emergency response and recovery plans, procedures and supporting documentation.
  • Be responsible for ensuring all officers with a role in emergency response and recovery (at the strategic, tactical and operational levels) are provided with appropriate training and exercising to be effective in their role. This includes all roles detailed in the London local authority EP standardisation plans and procedures, and roles detailed in London emergency plans, procedures and frameworks.
