Description:

JOB SUMMARY

The Employee and Family Assistance Program Executive Director reports directly to the EFAP Board of Directors which consists of Union and Association representatives and Management Representatives from the City of Saskatoon, Boards and Commissions. Works closely with the Administrative Committee which provides direction in the daily operation of the program. The EFAP Executive Director works with the external service providers.

EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS

  • A Bachelor’s degree in social work or in a clinically related field, or a combination of a degree and experience leading a team or organization.
  • Professional designation or registration is required.
  • Minimum 7-9 years’ experience with progressive leadership responsibilities. Experience with EAPs is preferred.
  • Certified Employee Assistance Professional (CEAP) or CEAP eligible is preferred.
  • Basic Critical Incident Stress Debriefing (CISD) training is required.

KNOWLEDGE, ABILITIES AND SKILLS

  • Thorough knowledge and understanding of the social, emotional, behavioral and psychological implications of an employee’s personal problems and of their work environment.
  • Ability to communicate effectively, orally and in writing to a variety of audiences including the ability to facilitate group sessions.
  • Ability to build and enhance sustainable relationships with the City of Saskatoon employees, family members, unions and external agencies.
  • Ability to handle 24/7 on-call crisis intervention as required.
  • Ability to plan, direct and supervise the work of staff.
  • Ability to work independently, handle multiple tasks and have effective time management and organizational skills.
  • Demonstrated leadership, planning analysis, critical thinking and decision-making skills.
  • Proficient in using the internet, Word, Excel, Access software.
  • Demonstrated ability to prepare and present accounting and financial reports.

ADDITIONAL REQUIREMENTS

Salary Range: $85,052.88 to $99,937.92 CAD per annum (2022 rates)

Responsibilities:

  • Coordinates and oversees the Employee and Family Assistance Program by providing services to City of Saskatoon employees, their family members, and retirees, including information and assistance about the program, conducts intakes and assessments, refers to service providers and follow-up. Provides crisis management support directly to an employee(s) or in collaboration with City of Saskatoon response and recovery efforts as needed.
  • Continually explore possible program options available and make recommendations to the Board on program changes based on best practices and considering the financial capacity of the program.
  • Manages staff; hires, trains, assigns work schedules, assesses staffing needs, identifies, and pursues other resources if necessary. Plans and approves staff development. Conducts performance management and, when required, disciplinary action.
  • Develops, evaluates, and implements standards, processes, and tools to ensure the cost efficient and transparent management of the program.
  • Oversees the daily operation of the office including file management.
  • Develops and facilitates educational programs on various topics to promote psychological and emotional wellbeing. Educates and provides awareness on program services to managers supervisors and employees as requested.
  • Prepares, administers and monitors the annual operating budgets to ensure the viability of the Program and ensures the Program is delivered within budget.
  • Anticipates informational requirements and collects, compiles, analyzes and reports financial and operational data for the Board and Administrative Committee. Prepares and presents plans and progress reports to internal and external stakeholders.
  • Consults, collaborates with, coaches and advises Supervisors, Managers, HR and Union representatives to effectively address issues in various areas, including but not limited to mental health, addictions, performance, conflict, organizational change, critical incident response and consultation. Provides behavioral health consultation to help solve higher risk, complex and diverse issues.
  • Implements and oversees program marketing, promotion, digital channels, and attends organizational events. Ensures appropriate marketing materials are available.
  • Advises the Board and acts as the Chair for Board and Administrative Committee Meetings.
  • Orientates new Board members to EFAP structure, policies, and procedures.
  • Administers the Peer Advisor selection process. Provides training and mentorship to Peer Advisors.
  • Ability to work irregular hours as needed and occasionally provide on call services.
  • Has awareness and ensures compliance with legislation, regulations, standards, guidelines, policies, procedures and collective agreements as appropriate.
  • Performs other related duties as assigned.
