WHO WE ARE SUPPORTING

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

ESSENTIAL SKILLS AND EXPERIENCE

  • Experienced practical Routing & Switching technician who has worked on the Cisco Routing and Switching elements for a period of not less than 5 years.
  • Additionally has at least 6 years of experience working in a centralized control centre.
  • Good knowledge of Information Systems (IS) Engineering & the associated aspects.
  • Experience in configuring, tweaking & maintenance of Linux operating systems & analysis, & resolving basic problems associated with this operating system.
  • Knowledge of the principles of Command & Control (C2) Systems & the associated management expertise.
  • Knowledge of design, development, implementation, testing & maintenance of modern communications management systems in a WAN environment.
  • Awareness of recent technological developments in communication management systems & LAN/WAN environment.
  • Knowledge of relational integrity & database design
  • 8 years of experience in on-line performance, accounting, fault, security & configuration management of digital & analogue networks, & associated transmission systems to include switching systems in support of voice & data transfer.
  • Awareness of traffic analysis tools, such as Wireshark, tcpdump, Netscout nGeniusONE & protocols such as ipflow & netflow.
  • Knowledge of Disaster Recovery, Storage, networking, Application lifecycles.
  • Very good Knowledge on configuration & maintenance of the Cisco Identity Services Engine (ISE) 2.x or higher versions software.
  • Very good knowledge of configuration management concepts & components using HPE Network Automation 2019.x and DX NetOps Spectrum 21.x. or higher versions
  • Very good knowledge of Splunk 7.x (and upwards)
  • Very good knowledge (setup, configuration and maintenance) in DX NetOps Suite (Spectrum, NFA, Performance Management, VNA)
  • Knowledge of traffic encryption technologies.
  • At least 5 years of experience with Virtual Environments such as Vmware 6.x and above
  • Knowledge of network management protocols, snmp, wmi, ssh
  • Experience in network tap & probe technologies for network data collection on data centre
  • Experiences in authorization & authentication policies of network and system management devices.
  • Knowledge of communications protocols & practical experience of using diagnostic test equipment.
  • Experience of software maintenance procedures.
  • A basic understanding of the concept of QoS in IP-Networks.
  • In-depth configuration & management Windows Server version: 2012, 2016, 2019 platforms. Including knowledge of Active Directory.
  • Basic understanding of OSPF & BGP.
  • Experience of preparing technical documentation & Standard Operating Procedures.

DESIRABLE SKILLS AND EXPERIENCE

  • Specializations: Five years experience in all aspects of maintenance, repair, modification and operation of large communications networks & related equipment.
  • Specific Experience: Experience of systems implementations within the NATO / multinational environment.
  • General understanding of related communications systems & techniques of BME, ATM, Frame relay, Voice & VOIP technology.
  • Knowledge of communications protocols & practical experience of using communications diagnostic tests & test equipment.
  • Knowledge of Microsoft Active Directory & the underlying technical principles.
  • Knowledge & experience with IP packet encryption.
  • Understanding of Firewall Technology

Responsibilities:

  • Maintain the DX NetOps Spectrum instances on a day-to-day basis.
  • Assist in the communication with sites for centralization, standardization and best practices.
  • Perform resolution on WAN Element Management and Management System implementations.
  • Perform installations and maintain operating systems, used to host the services provided by the Element Management team.
  • Perform installations and maintain COTS Applications which are maintained within the Element Management team.
  • Perform upgrades on COTS and FAS Applications according to the RFC procedures within the NCI Agency.
  • Assist in performing the configuration and evaluation of test scenarios within the NATO Infrastructure Services Centre lab environment.
  • Assist in documentation preparation for design, configuration and maintenance activities.
  • Assist in documentation preparation for WAN Element Management and Management System design, configuration and maintenance activities for all NATO exercise scenarios.
  • Assist in the evaluation of management tools and capabilities for the different Cells, in collaboration with the peer cells.
  • Assist in the coordination with all Cells to ensure a common understanding of the available toolsets and method of utilization.
  • Assist with the training of users from the NATO Infrastructure Services Centre as well as external DCIS customers.
  • When required, assist in the coordination of on-site surveys, validations and system acceptance testing.
  • Provide support for the Deployable CIS group and follow up support requests from these external groups.
