QUALIFICATIONS

Education and Experience:

  • Completion of Grade 12 supplemented with some related courses in Civil Engineering, Transportation, or other equivalent area of study and experience in engineering or an equivalent combination of education, training and experience.

Knowledge, Skills and Abilities:

  • Knowledge in AutoCAD, Excel, and Word.
  • Knowledge in PowerPoint, and experience with GIS, Hansen, and POSSE is an asset.
  • Working knowledge of the City’s street system, transportation policies and regulations, the Street & Traffic By-Law, the Manual of Uniform Traffic Control Devices, Traffic Control Manual for Work on Roadways, City of Vancouver Engineering Design Manual, and TransLink Bus Infrastructure Design Guidelines.
  • Sound knowledge of departmental procedures relating to various engineering projects
  • Skills in computer drafting.
  • Excellent organizational and interpersonal skills, written and verbal communication skills.
  • Skills in establishing and maintaining a cooperative and effective working relationship with both internal and external stakeholders.
  • Ability to read and interpret engineering plans and specifications and perform design drafting
  • Ability to problem solve with accuracy and detail in a technical environment.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. Responsibilities:

MAIN PURPOSE & FUNCTION

The Engineering Assistant II performs technical duties related to transit operations, including projects to improve bus operations and provide bus-priority. Under the supervision of senior staff, the position is responsible for conducting field investigations related to transit and traffic operations; preparing sign and traffic control plans; reviewing and interpreting designs; reviewing and analyzing data; maintaining databases and metrics; responding to citizen questions for concerns related to transit operations and infrastructure; and communicating with partners as necessary.
The position reports to the Transit Design Engineer (CEI) and the Transit Design EA III, reviews issues with engineers, and works with other Engineering Assistants. The position works with staff in other Transportation Division branches, Streets Division branches, and Public Space and Streets Use Division branches. Key external contacts include residents, businesses, and partner agencies including Coast Mountain Bus Company (CMBC), and TransLink.

SPECIFIC DUTIES & RESPONSIBILITIES

  • Uses AutoCAD to prepare designs and engineering plans of moderate complexity, including sign and traffic control plans, paint marking plans, and bus stop infrastructure.
  • Reviews and interprets technical designs.
  • Conducts research, field investigations, analysis for bus operations, curbside and street regulations to make technical recommendations.
  • Prepares field reports, Form 1s, engineering analysis and other written documentation related to technical designs as necessary.
  • Consults with Transportation branches; Streets, Traffic, Electrical Operations & Design branches; other Engineering Services branches; the business community; and external stakeholders to identify solutions and make recommendations to the Transit Design Engineer for curbside regulations, paint markings, bus stop infrastructure and bus operations improvements.
  • Develops Form 1s for signage and paint markings
  • Analyzes CMBC and TransLink data, and maintains databases and metrics pertaining to transit operations and infrastructure.
  • Communicates to the public about bus operations and traffic management issues both verbally and in writing.
  • Other duties/responsibilities as assigned.
