QUALIFICATIONS

Education and Experience:
Grade 12 supplemented with post-secondary technical training in Civil Engineering, Project Management, Construction Management, Transportation/Utility (water, liquid waste or streets) or other relevant area of study or an equivalent combination of training and experience.

Knowledge, Skills and Abilities:

  • Demonstrated knowledge and experience in procurement procedures and contract administration.
  • Experience and a proven ability to read and interpret engineering drawings and problem solve with accuracy in a technical environment are essential
  • Experience and a proven ability to create project budgets, forecast and track project costs, and manage contract administration related activities such as preparing change orders is preferred
  • Effective organizational skills; excellent records management skills and understanding of Organizational Quality Management procedures.
  • Demonstrated knowledge of Project management principles and processes
  • Ability to work independently in a fast paced, multiple and competing deadline environment
  • Accuracy/attention to detail, as the work impacts the City’s business operations both financially and in the management of project delivery, execution and coordination
  • Experience working with external contractors/consultants.
  • Familiarity with the City’s street system, construction methodologies, environmental management and transportation policies and regulations should be demonstrated and a strong interest in sustainability initiatives would be an asset
  • Ability to work well in a team environment, with little or no supervision, under tight time lines, and on multiple tasks
  • Effective interpersonal skills; excellent written and verbal communication and conflict resolution skills including confidently interacting with key stakeholders (internal/external), and the public.
  • Demonstrated strong research, investigation and analytical skills; understand, identify, track and report project key performance indicators.
  • Ability to summarize data in an accurate written format and assist in the preparation of a variety of project reports; including the use of related computer software.
  • Strong working knowledge of MS Office, SAP and AutoCAD and working knowledge of GIS, Hansen,
  • Ability to work outdoors in inclement weather; site safety compliance requirements.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. Responsibilities:

MAIN PURPOSE AND FUNCTION

Implements and maintains project and construction management practices; develops project schedule, progress reporting, tracks and monitors financials and coordinates across schedules on a multidisciplinary team to implement large complex level 3 projects. Coordinates work across functional business units and external agencies as it relates to project planning and construction management.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Collects, coordinates, integrates and controls the project lifecycle scope, cost and schedule on select projects in the planning and implementation of capital construction projects related to infrastructure on City streets.
  • Assists in the development and maintenance of project documentation; Project Charter, PEP, risk register, stakeholder plans, schedule, cost tracking and report.
  • Recommends and gathers project metrics (KPIs); complies data and performs graphical representation work related to the preparation of reports and presentations.
  • Interprets engineering drawings and work packages; verify technical information and document field observations; retrieve and interpret field observations and studies.
  • Acts as a liaison between design and operations staff, key stakeholders and the general public, assisting the Senior Project Manager to coordinate work efficiently
  • Liaise and coordinate work with external design consultants and external contractors
  • Liaise and coordinate work with external agencies such as BC Hydro, Telus, Fortis, Coast Mountain Bus Company and others
  • Assists in the inspection and the reporting of construction work and materials.
  • Prepares and/or assists in the delivery of stage gate approval presentations to executive and senior management.
  • Train and provide project management technical oversight to peers and junior staff.
  • Assists and participates with the public consultation processes; assists in compiling and summarizing public input.
  • Collaborates with Supply Chain Management on project procurement needs and processes,
  • Assisting with development of contractual documentation, procurement and contract administration; statement of work, RFP/RFQ/RFA, reviews, evaluation/selection, tender packages, contract administration and invoicing.
  • Conducts standard and specification gap analysis on projects and then recommends approach and procedures.
  • Performs a variety of technical and administrative duties in the Project Delivery Branch
  • Analyzes, verifies, and processes large volumes of information/data to be used by Engineering Services and external stakeholders to facilitate in both short and long term project management success.
  • Training and providing project management technical oversight to peers and junior staff
  • Other duties/responsibilities as assigned.
