JOB SUMMARY:

The Engineering Special Projects Manager position resides in the Public Works department. Working with the Climate Action & Energy Management team, other staff and interdisciplinary consulting teams; the primary role of this position will be to support implementation of a complex reserve shoreline adaptation and restoration project to strengthen shoreline protection and build Tsleil-Waututh Nation (TWN) community resilience to coastal erosion and coastal flooding. The position involves, but is not limited to: project management, compliance with regulatory processes, procurement and tendering, communications and engagement, monitoring and reporting.

QUALIFICATIONS:

• A degree in Civil/Environmental Engineering, a P. Eng. designation, and full membership in good standing with the Association of Professional Engineers and Geoscientists of BC (APEGBC).
• Preferably a minimum of seven (7) years of project management experience in the field of water resources, coastal engineering, nature-based adaptation solutions, mitigation of coastal erosion and coastal flooding with an emphasis on civil infrastructure work in these areas, including asset and risk management. Other credentials and related experience may be considered depending on demonstrated education, knowledge and experience.
• Excellent knowledge of Project Management methodologies, processes, standards, and policies. Project Management Professional (PMP) designation is an asset.
• Preferably a minimum of five (5) years’ experience working for a local government or consulting firm along with demonstrated project management and leadership skills.
• Experience with and understanding of local, provincial and federal regulatory tools and processes that pertain to civil engineering works and infrastructure projects.
• Demonstrated experience with all phases of civil engineering project design, feasibility, tendering, procurement, construction, monitoring and asset management.
• Have a thorough knowledge of construction and engineering practices, relevant design criteria, specifications, conditions of contract and tendering procedures as well as estimating and scheduling.
• Demonstrated experience working with engineering and multi-disciplinary consultant teams and contractors.
• Demonstrated technical, operational, administrative and budget management skills as they relate to the position, including experience with grant applications and project progress reporting.
• Excellent communication skills including written and oral communications, strong interpersonal and teamwork skills, and ability to build rapport with community, interdepartmental staff and outside agencies.
• Demonstrated ability to translate technical information into material that can be easily understood by a broad audience through collaboration with content experts.
• Experience with coordinating project related community engagement and technical working groups and presenting to Council.
• Strong project management and organization skills and demonstrated ability to manage multiple technically complex and challenging projects.
• Understanding of the culture and values of Tsleil-Waututh Nation and Coast Salish Peoples.
• Previous experience working with a First Nations community or government is preferred.
• Must successfully pass a Criminal Record Check.

• Self-starter who is comfortable working in multiple environments including in the field, in the office, and remotely via online platforms while supporting staff and consulting teams.
• Good organizational, problem solving and analytical skills, and attention to detail.
• Demonstrated ability to manage projects or assignments, and consult with the supervisor as needed.
• Proficient with computers, Microsoft Office suite (Word, Excel, Outlook, Powerpoint), and various project management, engineering design and modeling tools.
• Demonstrated flexibility, creativity and cooperation in adapting to changing work plan priorities.
• Ability to solve practical problems and engage with the community in a culturally appropriate manner.
• Ability to build and maintain strong working relationships with internal and external contacts.
• Ability to work in a fast-paced environment, and to manage the work plan to meet given deadlines.

• Responsible for project management and coordination of interdisciplinary consulting teams and contractors in the implementation of the TWN reserve shoreline adaptation and restoration project.
• Serve as the Owner’s Engineer to coordinate and lead the internal review of engineering designs and plans prepared by the project consulting team, and support the development and execution of project consultant and construction contracts, and other procurement agreements.
• Perform project management and administrative duties to ensure quality control and project implementation on time and on budget.
• Build relationships with project partners and external agencies, support compliance with regulatory approvals and conditions; coordinate grant applications, execution of grant agreements and completion of project related progress reports.
• Coordinate workshops and gather input from project related technical working group(s) and community-based advisory group(s).
• Support TWN community engagement to ensure the project is rooted in TWN community values, objectives and policies; coordinate communications to provide regular project updates to community members and staff; present updates to Council.
• Coordinate and complete projected related grant applications, progress reports and budget updates.
• Mentor and help build local experience with climate resilience measures.
• Connect with representatives from other First Nations and external agencies to learn from, and share information about shoreline adaptation solutions.
• Other duties, as may be assigned, that are appropriate for this position.
