JOB DESCRIPTION:
To plan, co-ordinate, direct and perform the review and administrative processing of third partyconstruction proposals and provide technical guidance to ensure the effective interpretation andapplication of City standards, specifications and policies from design submissions, permitapplications until completion of construction. The primary responsibility of the position is to manageservice delivery to achieve organizational performance and quality standards and expectations,ensuring that engineering designs conform to division, cluster, and corporate standards andregulatory requirements.
YOUR APPLICATION MUST DESCRIBE YOUR QUALIFICATIONS AS THEY RELATE TO:
- Post-second degree or diploma in Civil Engineering Technology or related discipline from arecognized post-secondary institution or equivalent combination of education and/orexperience.
- Extensive experience in performing the review of engineering drawings for proposedmunicipal infrastructure and utility infrastructure.
- Considerable experience in assessing the impact of proposed work on existing and plannedmunicipal infrastructure.
- Considerable experience in preparing technical memoranda and other writtencorrespondence.
- Considerable experience dealing with external project owners, utility companies, consultants,contractors.
- Must possess and maintain a valid Province of Ontario Class “G” Driver’s Licence and the ability to obtain a City Driver’s permit.
Responsibilities:
- Analyzes, evaluates and comments on designs, specifications, functional reports, feasibilitystudies and any documentation related to submissions by external project owners
- Oversees and conducts the review of engineering drawings submitted by external project ownersto ensure compliance with City specifications and standards, procedures, regulations, statutes,etc.
- Ensures engineering drawings are reviewed to assess the constructability and impact on existingand planned municipal infrastructure, to protect the City’s interest and to minimize disruption to the public. This includes reviewing municipal consent applications and transit projects for utility installations and relocations etc.
- Participates in updating City requirements and processes
- Directs and trains staff in the review of submissions by external project owners, the collection ofreview fees, and the review of line changes during construction.
- Recommends acceptance of work proposed by external project owners
- Prepares draft documents, reports and interprets technical drawings. Administers the documentsby ensuring overall compliance with City’s specifications.
- Reviews and accepts approvals from other utility companies, BIAs, railways, and other occupiersof the public right-of-way as required
- Liaises with City Divisions, Councillors, external project owners, utility companies, utilityinspectors, developers, consultants, BIAs, the general public, representatives of othermunicipalities and contractors
- Attends on-site meetings and attends meetings and presentations at external project owners’offices
- Conducts review and recommends acceptance of line changes during construction;
- Responds to enquiries by City officials and the general public and takes appropriate action
- Conducts investigations and studies for a variety of proposals and projects pertaining to externalproject owners’ work and their impact on the City’s facilities and infrastructure
- Performs and maintains tracking of submissions reviewed to measure performance of reviewprocess and quality of submissions from applicants
